- Police officers;

- Police non-commissioned officers;

- Police technical professionals;

- Military officers;

- Professional soldiers;

- National defense workers;

According to the spirit of Resolution 27-NQ/TW in 2018, the current allowance policies will be rearranged, ensuring the total allowance fund accounts for a maximum of 30% of the total salary fund for officials and public employees and armed forces (public sector), including:

- Continue to apply overlapping allowances; seniority allowances beyond the limit; regional allowances; job responsibility allowances; mobility allowances; security and defense service allowances; and specific allowances for armed forces (military, police, cryptographic).

- Consolidate preferential occupation allowances, occupational responsibility allowances, and hazardous and dangerous allowances (collectively referred to as occupational allowances) applicable to officials and public employees in occupations and jobs with higher-than-normal working conditions and with appropriate preferential policies from the state (education and training, healthcare, courts, inspection, civil judgment enforcement, auditors, customs, forest rangers, market management, etc.).

Combine special allowances, attraction allowances, and long-term work allowances in regions with particularly difficult socio-economic conditions into allowances for working in particularly difficult regions.

- Abolish occupational seniority allowances (except for military, police, and cryptography to ensure salary correlation with officials); leadership position allowances (since leadership titles within the political system implement position-based salaries); party and political-socio group work allowances; civil service allowances (as it has been included in the basic salary level); hazardous and dangerous allowances (as hazardous working conditions have been included in the occupational allowances).

- Stipulate new allowance policies according to the classification of administrative units for commune, district, and provincial levels.

- Consistently implement a monthly allowance fund for non-specialized workers at commune levels, villages, and neighborhoods based on the regular expenditure rate of the commune People's Committee; at the same time, regulate the maximum number of non-specialized workers according to each type of commune level, village, and neighborhood.

On this basis, the commune People's Committee will propose to the same-level People's Council to specifically regulate titles eligible for allowances in the direction that one title may undertake multiple tasks but must ensure the quality and efficiency of the assigned work.

Therefore, it can be seen that the new allowance policies according to the classification of administrative units will be applied to all 09 subjects calculated for salary according to the new salary scale.

What Are the 05 New Salary Scales by Job Position from July 1, 2024, When Reforming Salaries?

In Resolution 27-NQ/TW in 2018, the content of salary reform includes the establishment of 05 salary scales by job position for officials and public employees and armed forces.

The 05 official salary scales for officials and public employees and armed forces are as follows:

| Salary Scale 01: Position-based salary scale applied to officials and public employees holding leadership positions (elected or appointed) in the political system from the central level to the communal level

Salary Scale 02: Professional and professional career salary scale according to official ranks and public employee professional titles applied to officials and public employees not holding leadership titles

Salary Scale 03: Military officer salary scale, police officer, non-commissioned police officer (by position, title, and military rank or police rank)

Salary Scale 04: Professional soldier salary scale, police technical professional

Salary Scale 05: National defense worker salary scale, police worker (maintaining the salary correlation of armed forces with administrative officials as currently). || --- |

Furthermore, the new salary structure includes: Basic salary (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund). An additional bonus fund (amounting to about 10% of the total annual salary fund, excluding allowances) will be established.
