From July 1, 2024, how will the contents of National defense and security education be integrated into primary school curricula in Vietnam?
According to Point a, Clause 2, Article 3 of Circular 08/2024/TT-BGDDT, the contents of National Defense and Security Education (ND&SE) in primary schools are regulated as follows:
(1) Integration in Subjects and Educational Activities for Each Class: National Defense and Security contents will be incorporated into subjects and educational activities per grade level, according to textbooks selected by the schools, suitable for students' cognitive abilities in each locality, focusing on the following subjects: Vietnamese Language; Natural and Social Sciences; Morality; History and Geography; Arts (Music, Fine Arts); Experiential Activities.
(2) Unified Themes from Grade 1 to Grade 5: education of love for the homeland, love for peace, love for the Socialist Republic of Vietnam; national pride and self-respect, gratitude to heroes and martyrs in the construction and defense of the nation; national security protection, social order and safety maintenance; introduction to the sovereignty of Vietnam’s seas and islands; fostering a spirit of solidarity, mutual assistance, and awareness of discipline in learning.
(3) Grade-Specific Themes:
- Grade 1: education about love for the homeland, love for peace, love for the Socialist Republic of Vietnam; introduction to some images of the Vietnam People's Army and Vietnam People's Public Security; some local historical sites.
- Grade 2: education on national unity spirit, sacrifices of revolutionary soldiers in the resistance against French colonialists and American imperialists; introduction to images of officers and soldiers of the Vietnam People's Army and Vietnam People's Public Security performing their duties in national defense and maintaining social order and safety; teaching students to love, share, help, and protect each other in learning.
- Grade 3: education on the national tradition of fighting against invaders; showcasing brave examples of youths, children, and Heroic Vietnamese Mothers in the national liberation cause; activities and images of students participating in environmental protection in their locality and school.
- Grade 4: introduction to the administrative map of Vietnam, affirming Vietnam’s sovereignty over the Hoang Sa and Truong Sa archipelagos; some songs about Vietnam’s seas and islands; education on compliance with laws on traffic order and safety.
- Grade 5: introduction to the sovereignty and sovereign rights over Vietnam’s seas and islands; images of fisheries, marine resources exploitation, and resources development for socio-economic development, ensuring national defense and security; brave examples of officers and soldiers of the Vietnam People's Army and Vietnam People's Public Security in rescue and disaster relief operations.

Methods and forms for integrating ND&SE Content in primary school curricula in Vietnam
According to Article 4 of Circular 08/2024/TT-BGDDT, the methods and forms for integrating ND&SE content are regulated as follows:
- Based on the objectives and lesson content, experiences, and practical conditions, teachers integrate the ND&SE content concisely, memorably, and understandably; fostering creativity in line with students' psychological and physical characteristics; utilizing visual aids and suitable artifacts aligned with lesson goals and content; increasing the application of information technology in integrated teaching and practice.
- Integrating ND&SE through teaching lessons, teaching topics, experiential activities, career guidance inside and outside the classroom; visiting historical sites, museums, traditional houses, armed force units; organizing camping, reading, listening, traditional storytelling competitions, and contests on national defense and security understanding.
Thus, the above are the methods and forms to integrate ND&SE content in schools. Integrating ND&SE content into educational activities not only helps students understand defense issues but also aids in developing other essential skills during their learning process.
Principles to ensure integration of ND&SE content in primary school curricula in Vietnam
According to Article 2 of Circular 08/2024/TT-BGDDT, the principles for implementation are as follows:
- Ensure adherence to the Communist Party’s policies and guidelines, and state policies and laws.
- Ensure the goals of building and developing critical thinking, and nurturing life skills and the character of Vietnamese people, loving the Fatherland, and socialism, along with national pride and self-respect in the tradition of fighting against invaders, defending the country; having a sense of discipline, solidarity spirit; with focused and specific integrated content through suitable methods and forms.
- Integrating ND&SE content in primary schools and secondary schools must be appropriate for the psychological and physical characteristics of each age group; carried out through the content of subjects and educational activities; ensuring uniformity across different education levels and not altering the prescribed general education program framework for each level.
