From July 1, 2024: Officially Two New Salary Scales for Officials and Public Employees Without Leadership Positions and With Leadership Positions to be Built Based on Specific Amounts
Recently, the Chairman of the National Assembly signed to promulgate Resolution 104/2023/QH15 on the 2024 State Budget Estimate.
According to Resolution 104/2023/QH15, a comprehensive salary policy reform will be implemented according to Resolution 27-NQ/TW of 2018 from July 1, 2024.
In accordance with the spirit of Resolution 27-NQ/TW of 2018 when implementing salary reform, five new salary scales will be created for officials and public employees and armed forces based on job positions, titles, and leadership positions, replacing the current salary scale system; transfer of old salaries to new salaries ensuring that it is not lower than the current salary received.
The two new salary scales for officials and public employees from July 1, 2024, without leadership positions and with leadership positions, are as follows:
Salary Scale 01: The salary scale for positions applied to officials and public employees holding leadership positions (elected and appointed) within the political system from central to communal levels.
Salary Scale 02: The salary scale for specialized professions, according to the rank of officials and professional titles of public employees, concurrently applied to officials and public employees without leadership titles.
However, as for the detailed specific salary scale, as of now, there is still no draft or official document stipulating the specific salary level in the two new salary scales for officials and public employees from July 1, 2024, without leadership positions and with leadership positions.
At the same time, in Resolution 27-NQ/TW of 2018, the content regarding the design of two new salary scales for officials and public employees from July 1, 2024, without leadership positions and with leadership positions is as follows:
- Abolishing the statutory pay rate and current salary coefficients, creating a basic salary level with specific amounts in the new salary scales.- Standardizing contract labor policies following the provisions of the Labor Code (or service provision contracts) for those performing assisting and servicing tasks (requiring training levels below intermediate level), not applying the salary scales for officials and public employees to these subjects.- Determining the lowest salary level for officials and public employees in the public sector is the salary of a person performing tasks requiring intermediate training level (level 1) not lower than the lowest salary level of trained labor in the enterprise sector.- Expanding salary relations to serve as a basis for determining specific salary levels in the salary scale system, gradually approaching salary relations in the enterprise sector suitable with the state's resources.- Perfecting policies on regular salary increases and early salary increase levels for officials and public employees and armed forces in accordance with the new salary scale regulations.
Thus, according to the mentioned content, when implementing salary reform, basic salaries will be built with specific amounts in five new salary scales according to job positions for officials and public employees and armed forces.
Officials and public employees without leadership positions and with leadership positions working in any job position will enjoy the salary of that job position with specific amounts.

Based on sub-item 3, Section II of Resolution 27-NQ/TW of 2018, the contents of salary reform for officials and public employees and armed forces (public sector) are stated as follows:

3. Reform content
3.1. For officials and public employees and the armed forces (public sector)
a) Design new salary structure including: Basic salary (approximately 70% of the total salary fund) and allowances (approximately 30% of the total salary fund). Added bonuses (bonus fund is about 10% of the total annual salary fund, excluding allowances).
The salary structure for officials and public employees without leadership positions and with leadership positions when implementing salary reform will include:
- Basic salary (approximately 70% of the total salary fund);- Allowances (approximately 30% of the total salary fund);- Added bonuses (bonus fund is about 10% of the total annual salary fund, excluding allowances).
It can be seen that the new salary structure for officials and public employees without leadership positions and with leadership positions includes the above components. Besides, a new salary scale system will be constructed and promulgated based on job positions, titles, and leadership positions to replace the current salary scale system; shifting from old salaries to new salaries ensuring that it is not lower than the current salaries received.
Thus, after implementing the expected salary reform from July 1, 2024, the salaries for officials and public employees without leadership positions and with leadership positions will be built according to the following formula:
