How to build and maintain an information system on housing and real estate market in Vietnam?
Pursuant to Article 15 of Decree 44/2022/ND-CP stipulates as follows:
“Article 15. Construction of technical infrastructure and software system in service of management, operation and exploitation of information system on housing and real estate market
1. Information technology infrastructure for housing and real estate market includes a collection of computing equipment (servers, workstations), network connection equipment, network security equipment, databases, storage devices, peripherals, auxiliary devices, and intranet.
2. Software systems for managing, operating and exploiting the housing and real estate market information system includes: Operating system, database management system and application software, software network security.
3. Construction and operation of the housing and real estate market information system includes the following activities:
a) Establish, upgrade and maintain information technology technical infrastructure;
b) Build and upgrade software system to manage, operate and exploit information system on housing and real estate market;
c) Train, coach, foster capacity improvement of officials, public employees and employees;
d) Inspect activities on updating and connecting database;
d) Other activities as prescribed by law.”
Accordingly, the construction and operation of the housing and real estate market information system will be carried out by computing devices, network connection equipment, network security equipment, etc. and activities as mentioned above.

Pursuant to Article 16 of Decree 44/2022/ND-CP stipulates as follows:
“Article 16. Database on housing and real estate market
1. The database on housing and real estate market is built in accordance with the Vietnam E-Government Architecture Framework, the local E-Government Architecture, and meets the database standards, technical regulations, information technology, economic - technical norms.
2. The database on housing and real estate market is built and managed uniformly from the central to local levels, connected to the database and land information. The sharing of data on housing and real estate market among relevant ministries, branches and localities in service of state management and settlement of administrative procedures shall comply with the Government's regulations on managing, connecting and sharing digital data of state agencies.
3. Building a database on housing and real estate market must ensure the collection, declaration, update, processing and storage of information and data as prescribed in Articles 17 and 18 , 20 of this Decree.”
Accordingly, the construction of the database on housing and real estate market shall comply with the above provisions.
What are the sources of information and data collection to build a database on housing and real estate market in Vietnam?
Pursuant to Article 17 of Decree 44/2022/ND-CP stipulating as follows:
“Article 17. Information and data collection
1. Sources of information and data collection:
a) From periodical reports specified in Article 19 of this Decree;
b) From specialized databases, data on housing development programs and plans;
c) From data, results and reports of housing survey and statistics programs;
d) From available data on housing and real estate market.
2. The agency managing the housing and real estate market information system is responsible for receiving information and data shared and provided by agencies and organizations according to regulations for integration into the database. housing and real estate market database.
3. The Department of Construction proposes and reports to the People's Committee of the province on the collection, updating and supplementing of information and data on the local housing and real estate market to promptly serve the management, socio-economic development and implementation organization upon approval.”
Accordingly, information and data to build a database on housing and the real estate market are collected from the information and data sources listed in the above regulations.
Decree 44/2022/ND-CP will take effect from August 15, 2022.
