What are the current standards of Class II broadcaster in Vietnam?

Pursuant to Article 12 of Circular 46/2017/TT-BTTTT (some regulations are invalidated by point c, clause 2, Article 11 of Circular 03/2021/TT-BTTTT) as follows:

“Article 12. Class II broadcaster”
1. Mission:
- Participating in compiling documents and contents of professional training programs for lower-ranking broadcasters;
- Participating in compiling documents and contents of professional training programs for lower-ranking broadcasters;
- Participating in the development of professional and technical processes and regulations for radio broadcasting;
- Read, introduce and quote comments accurately, fluently in all types of texts with high quality; using standard Vietnamese language, not mixing local words;
- Actively capture the spirit and content of the text to be able to adjust intonation, volume, and voice in accordance with the nature and genre of the text conveyed; flexible response to unexpected situations and cases outside the scenario;
- Detect errors, grammatical errors, spelling errors and content errors in reading and introductory texts; propose to the responsible person the direction of handling and remedial action in order to perfect the program in both form and content;
- Building the style and voice of the announcer bearing the identity of the unit;
- Strictly implement the rules, regulations and operating principles of the studio, reading room and the unit;
- Summary of professional expertise; participate in preparing the contents of specialized professional seminars at home and abroad;
2. Standards of training and retraining qualifications:
a) Having a university degree or higher;
b) Having a computer skill that meets basic information technology skills standards as prescribed in Circular No. 03/2014/TT-BTTTT ;
c) Having a foreign language level 3 (B1) as prescribed in Circular No. 01/2014/TT-BGDĐT;
d) Possessing a certificate of standard training for the title of Class II Broadcaster.
3. Standards of professional competence:
a) Firmly grasp the viewpoints, lines, undertakings, policies, directives and resolutions of the Party and the State's laws on domestic and foreign affairs related to the assigned contents; the provisions of the Law on Press, the Law on Publication and other relevant laws;
b) Proficient in specialized skills; on business processes, technical regulations, terminology, grammar and style of the language;
c) Understanding sociology, customs, practices, needs and tastes of domestic and foreign readers;
d) Has presided over or participated in reading at least 02 (two) works recognized or won prizes by the specialized arts and sciences councils; or participate in writing topics in at least 01 (one) theoretical work, theoretical research on specialized science and technology (ministerial, provincial or equivalent level);”

Accordingly, the standards of the current Hang II broadcasting station are implemented in accordance with the above regulations, including standards of training and retraining qualifications and professional and professional capacity.

Changes in standards of class II broadcasters in the near future?

Pursuant to Clause 10, Article 1 of Circular 07/2022/TT-BTTTT stipulating the standards of broadcaster in Vietnam in the near future as follows:

“Article 1. Amending and supplementing a number of articles of Circular No. 46/2017/TT-BTTTT dated December 29, 2017 of the Minister of Information and Communications stipulating standards for professional titles of sound public employees Broadcaster, broadcaster, editing technician, cinematographer specializing in information and communication
10. Article 12 is amended with Clauses 2 and 3 and supplemented with Clause 4 as follows:
"2. Standards of training and retraining
a) Having a university degree or higher;
b) Possessing a certificate of training according to the standards of professional titles of public employees in the broadcaster industry.
3. Standards of professional and professional competence
a) Firmly grasp the viewpoints, lines, undertakings, policies, directives and resolutions of the Party and the laws of the State; the provisions of the Press Law and other relevant laws;
b) Knowledge of sociology, customs, practices, needs and tastes of domestic and foreign readers;
c) Master the professional processes, technical regulations, terms, grammar and style of the language; use clear, transparent and inspiring language; master the spirit and content of information, be proactive and creative in transmitting information to ensure high quality;
d) Having basic information technology skills, using foreign languages ​​or ethnic minority languages ​​as required by the job position.”

Accordingly, in the near future, class II broadcaster in Vietnam will not need to meet the current level 3 foreign level. Instead, Class II broadcasters will only need to be able to use foreign languages ​​or use ethnic minority languages ​​as required by the position.

Officials must hold the title of Class III broadcaster for at least 9 years before they can apply for the position of Class II broadcaster in Vietnam?

Pursuant to Clause 10, Article 1 of Circular 07/2022/TT-BTTTT stipulating the requirements that will be applied to officials who compete or consider promotion to Class II broadcaster in Vietnam in the near future as follows:

“Article 1. Amending and supplementing a number of articles of Circular No. 46/2017/TT-BTTTT dated December 29, 2017 of the Minister of Information and Communications stipulating standards for professional titles of sound public employees Broadcaster, broadcaster, editing technician, cinematographer specializing in information and communication
10. Article 12 is amended with Clauses 2 and 3 and supplemented with Clause 4 as follows:
“4. Requirements for public officials to compete or consider promotion to class II broadcasters
a) Having held the professional title of a class III broadcaster or equivalent for at least 9 years (excluding the probationary period). In case of equivalent duration, at least 01 year (full 12 months) must hold the professional title of a class III broadcaster by the end of the deadline for submitting the application for competition registration or consideration for promotion;
b) During the time of holding the professional title of a class III broadcaster or equivalent, he has presided over or participated in reading at least 01 (one) work winning a ministerial, provincial or equivalent award; or participate in at least 01 (one) research topic, program of specialized scientific research at grassroots level or higher that has been promulgated or accepted by competent authorities.”

Accordingly, public employees must hold the professional title of Class III broadcaster or equivalent for at least 9 years to satisfy the requirements for contesting or consideration for promotion to Class II broadcaster in Vietnam.

Circular 07/2022/TT-BTTTT will take effect from August 15, 2022.
