"Article 5. Development plan for the system of economic zones

4. The establishment of a list of economic zones in a province or centrally run city must satisfy the following conditions:
a) The proposed location for the establishment of the economic zone belongs to a potential area, particularly important advantages in terms of natural conditions, resources, and socio-economics compared to other regions in the whole country in order to attract human resources, mobilize resources and develop infrastructure. Technical, social, production and business infrastructure; associated with international airports or seaports of class I or higher in the case of expected establishment of coastal economic zones; having international border gates as prescribed by law. the law on land border gate management in the case of the proposed establishment of a border gate economic zone; having favorable connections with regional and international economic corridors, easy access with international markets, develop into an industrial - urban - service center, innovate on a large scale, promote the special potential of the region in the case of the proposed establishment of a special economic zone;
