Pursuant to Article 4 Circular 07/2024/TT-BKHDT, the time limits for submitting reports on bidding activities in Vietnam are regulated as follows:
- The Ministry of Planning and Investment of Vietnam reports to the Prime Minister of the Government of Vietnam before April 15 of the succeeding year of the reporting period. In case this reporting date coincides with weekends or public holidays as prescribed by labor laws, the reporting deadline is the first working day following the break or public holiday.
- Ministries, ministerial-level agencies, government agencies, other central agencies, provincial-level People's Committees, and state-owned enterprises must submit reports on the National Procurement Network System before February 1 of the succeeding year of the reporting period. In case the reporting date coincides with weekends or public holidays as prescribed by labor laws, the reporting deadline is the first working day following the break or public holiday.
- Investors and bid solicitors must submit reports on the execution of procurement activities annually according to the reporting deadlines required by the Department of Planning and Investment or the unit assigned to manage procurement activities.
The time limits for submitting reports on bidding activities which comes into force in Vietnam from June 15, 2024, are as follows:
+ Ministry of Planning and Investment: Report to the Prime Minister of the Government of Vietnam before April 15 of the succeeding year of the reporting period.
+ Ministries, ministerial-level agencies, government agencies, other central agencies, provincial-level People's Committees, state-owned enterprises: Submit reports on the National Procurement Network System before February 1 of the succeeding year of the reporting period.

Pursuant to Article 7 Law on Bidding 2023, the information on bidding is stipulated as follows:
(1) Information on contractor selection includes:
- Information about the project, contractor selection plan;
- Notice of interest invitation, prequalification notice;
- Invitation for bids notice;
- Shortlist;
- Request for interest documents, prequalification documents, bid documents, and any amendments or clarifications (if any);
- Bid opening results for e-procurement;
- Results of contractor selection;
- Main information of the contract;
- Information on law violations in procurement;
- Information on contractor performance;
- Other relevant information.
(2) Information on investor selection includes:
- Information about the business investment project as prescribed in Clause 2, Article 47 of the Law on Bidding 2023;
- Notice of interest invitation, request for interest documents; results of interest invitation;
- Invitation for bids notice, bid documents, and any amendments or clarifications (if any);
- Results of investor selection;
- Main information of the contract;
- Information on law violations in procurement;
- Other relevant information.
Note: The information stipulated in Clauses 1 and 2 of Article 7 Law on Bidding 2023 must be published on the National Procurement Network System, except for projects, business investment projects, and procurement packages containing information in the list of state secrets. (Clause 3, Article 7 Law on Bidding 2023).
What are authorities and obligations in charge of submitting reports on performance of bidding activities in Vietnam?
Pursuant to Article 3 Circular 07/2024/TT-BKHDT, the uthorities and obligations in charge of submitting reports on performance of bidding activities are stipulated as follows:
- Annually, the Ministry of Planning and Investment compiles and reports to the Prime Minister of the Government of Vietnam on the execution of procurement activities nationwide.
- Ministries, ministerial-level agencies, government agencies, other central agencies, provincial-level People's Committees, state-owned enterprises, and other agencies or organizations subject to regulations at Article 2 Law on Bidding 2023 must report on the execution of procurement activities annually within their jurisdiction, sector, or field on the National Procurement Network System or submit a written report to the Ministry of Planning and Investment in cases requiring confidentiality.
- Department of Planning and Investment or the unit assigned to manage procurement activities assists Ministries, ministerial-level agencies, government agencies, other central agencies, provincial-level People's Committees, state-owned enterprises, and other agencies or organizations in compiling and reporting on the execution of procurement activities annually of investors and bid solicitors within their jurisdiction, sector, or field.
- Investors and bid solicitors must report on the execution of their procurement packages and projects to the Department of Planning and Investment or the unit assigned to manage procurement activities as stipulated in Clause 3, Article 3 Circular 07/2024/TT-BKHDT.
Therefore, the authorities and obligations in charge of submitting reports on performance of bidding activities in Vietnam include: the Ministry of Planning and Investment; Ministries, ministerial-level agencies, government agencies, other central agencies, provincial-level People's Committees, state-owned enterprises, other agencies, or organizations; Investors and bid solicitors.
