Based on Clause 1, Article 18 of Decree 34/2024/ND-CP, the application for issuance of a licence to transport dangerous goods of class 5 and class 8 in Vietnam includes:
- Application form for issuance of a licence to transport dangerous goods, as specified in Appendix IV of Decree 34/2024/ND-CP;
- Copy or electronic copy or original of the List of Transportation Vehicles ensuring the validity of the inspection according to the regulation;
- Copy or electronic copy or original of the List of Vehicle Operators transporting dangerous goods (including: Full name; ID card number or citizen ID number or passport number; The number and grade of the license (for drivers); Certificate of professional competence, grade (for seafarers), and list of accompanying persons in mandatory cases (including: Full name, ID card number or citizen ID number or passport number) attached with a copy of the certificate of completion of safety training program);
- Copy or electronic copy or original of the Organizational Transport Plan for dangerous goods of the transport unit according to the form specified in Appendix V of Decree 34/2024/ND-CP (including at least the following contents: vehicle license plate; name of the vehicle operator; Class of goods; volume; route, transport time; measures to respond to chemical incidents during the transport of dangerous goods);
- Copy or electronic copy of the Certificate of Completion of the safety training program of the road motor vehicle operator for road transport of dangerous goods; copy or electronic copy of the special certificate of competency of seafarers for the transport of dangerous goods on inland waterways.

What are the procedures for issuing a licence to transport dangerous goods of class 5 and class 8?
Based on Clause 1, Article 19 of Decree 34/2024/ND-CP, the procedures for issuing a licence to transport dangerous goods are regulated as follows:
- Step 1: Submission of application
+ A dangerous goods transporter submits 01 application for issuance of a licence to transport dangerous goods of class 5 and class 8 in Vietnam as specified in Clause 1, Article 18 of Decree 34/2024/ND-CP to the licensing agency for transporting dangerous goods.
+ In the case of direct submission: The administrative procedure solving agency checks the application components and provides immediate feedback when the organization or individual comes to submit the application; in case the application components are incomplete or incorrect, they guide the completion of the application as stipulated.
+ In case of submission by postal service or through the online public service system: Within 01 working day from the date of receipt of the application, the administrative procedure solving agency reviews the completeness of the application. If the application is incomplete, the administrative procedure solving agency notifies in writing or through the online public service system for the organization or individual to supplement, simultaneously instructing them to complete the application as stipulated.
- Step 2: Application processing
+ Within 05 working days from the date of receiving a complete application as stipulated, the licensing agency appraises the application to issue the licence to transport dangerous goods.
In case of non-issuance, the licensing agency must provide a written response or notify through the online public service system, clearly stating the reasons.

Based on Article 4 of Decree 34/2024/ND-CP, dangerous goods in Vietnam are classified as follows:
Depending on the chemical and physical properties, dangerous goods are classified into 9 classes and divisions as follows:
- Class 1: Explosives and explosive items;
+ Division 1.1: Substances and items with a widespread explosion risk.
+ Division 1.2: Substances and items with a projection hazard but no widespread explosion risk.
+ Division 1.3: Substances and items with a fire hazard and a minor explosion or projection hazard, or both, but no widespread explosion risk.
+ Division 1.4: Substances and items with a negligible explosion hazard.
+ Division 1.5: Very insensitive substances that have a widespread explosion hazard.
+ Division 1.6: Extremely insensitive items with no widespread explosion hazard.

- Class 3: Flammable liquids and desensitized liquid explosives;
- Class 4;
+ Division 4.1: Flammable solids, self-reactive substances, and desensitized solid explosives.
+ Division 4.2: Substances liable to spontaneous combustion.
+ Division 4.3: Substances that emit flammable gases when in contact with water.
- Class 5;
+ Division 5.1: Oxidizing substances.
+ Division 5.2: Organic peroxides.

+ Division 6.1: Toxic substances.
+ Division 6.2: Infectious substances.
- Class 7: Radioactive materials;
- Class 8: Corrosive substances;
- Class 9: Miscellaneous dangerous substances and articles.
Dangerous goods are divided into 9 classes, with Class 1 having 6 divisions, Class 2 having 3 divisions, Class 4 having 3 divisions, Class 5 having 2 divisions, and Class 6 having 2 divisions.
