According to Clause 1, Article 53, Regulation 69-QD/TW, 2022 on the handling of members of Communist Party of Vietnam violating regulations on marriage with foreigners as follows:
"Article 53. Violations of regulations on marriage with foreigners
1. Members of Communist Party of Vietnam who violate one of the following cases causing minor consequences shall be disciplined in the form of reprimand:
a) Having children marry foreigners or Vietnamese residing abroad without honestly reporting in writing to the branch where they operate, or to their managing committee, about the background and political attitude of the daughter-in-law (or son-in-law) and their biological parents.
b) Knowing about the violation but allowing their children to marry foreigners in violation of Communist Party guidelines, state laws on marriage and family.
c) Confirming the marital status for others to register a marriage involving foreign elements not conforming to...

When will members of Communist Party of Vietnam be disciplined in the form of dismissal for violating regulations on marriage with foreigners?
According to Clause 2, Article 53, Regulation 69-QD/TW, 2022 on the handling of members of Communist Party of Vietnam violating regulations on marriage with foreigners as follows:
"Article 53. Violations of regulations on marriage with foreigners

2. In case of being disciplined according to Clause 1 of this Article, if recidivism or first-time violations causing serious consequences or violating one of the following cases shall be disciplined in the form of a warning or dismissal (if holding a position):
a) Having a spouse who is a foreigner, a Vietnamese residing abroad or marrying a foreigner, a Vietnamese residing abroad without reporting to the direct managing committee and the committee where they operate.
b) Knowing but failing to prevent children from marrying foreigners, Vietnamese residing abroad having actions against the Communist Party, the State.
c) Forcing children to marry foreigners, Vietnamese residing abroad.
d) Acting as an intermediary in marriages between Vietnamese and foreigners against the laws.

According to Clause 3, Article 53, Regulation 69-QD/TW, 2022 on the handling of members of Communist Party of Vietnam violating regulations on marriage with foreigners as follows:
"Article 53. Violations of regulations on marriage with foreigners

3. In case of violations under Clause 1 and Clause 2 of this Article causing very serious consequences or violating one of the following cases shall be disciplined in the form of expulsion:
a) Marrying foreigners or Vietnamese residing abroad not meeting the conditions for marriage according to the laws of Vietnam.
b) Marrying foreigners or Vietnamese residing abroad who engage in serious criminal activities, have attitudes or actions against the Communist Party, the State.
c) Marrying foreigners or Vietnamese residing abroad without reporting in writing to the branch about the person’s background or continuing without agreement from the competent party organization.
d) Concealing children’s marriages with foreigners, Vietnamese residing abroad against the Communist Party’s regulations and the State’s laws.
đ) Making documents to marry foreigners, making procedures to live, resettle or acquire nationality abroad illegally.
What were the previous regulations on handling members of Communist Party of Vietnam violating regulations on marriage with foreigners?
According to Article 25, Regulation 102-QD/TW, 2017 on handling members of Communist Party of Vietnam violating regulations on marriage with foreigners as follows:
"Article 25. Violations of regulations on marriages with foreigners
1 - members of Communist Party of Vietnam who violate one of the following cases causing minor consequences shall be disciplined in the form of reprimand:
a) Having children marry foreigners or Vietnamese residing abroad without honestly reporting in writing to the branch, the standing committee where they are managed about the background and political attitude of the daughter-in-law (or son-in-law) and their biological parents.
b) Knowing about the violation but allowing their children to marry foreigners in violation of Vietnamese laws on marriage and family.
2 - In case of previously being disciplined according to Clause 1 of this Article, if recidivism or first-time violations causing serious consequences or violating one of the following cases shall be disciplined in the form of a warning or dismissal (if holding a position):
a) Having a spouse who is a foreigner, a Vietnamese residing abroad or marrying a foreigner, a Vietnamese residing abroad without reporting to the direct managing committee and the committee where they operate.
b) Knowing but failing to prevent children from marrying foreigners, Vietnamese residing abroad having actions against the Communist Party and the State.
c) Forcing children to marry foreigners, Vietnamese residing abroad for personal gain.
d) Acting as an intermediary in marriages between Vietnamese and foreigners against the laws of Vietnam.
3 - In case of previously being disciplined according to Clause 1 and Clause 2 of this Article causing very serious consequences or violating one of the following cases shall be disciplined in the form of expulsion:
a) Intentionally marrying foreigners or Vietnamese residing abroad who do not meet the conditions for marriage according to the laws of Vietnam.
b) Marrying foreigners or Vietnamese residing abroad knowing that they are engaged in serious criminal activities, have attitudes or actions against the Communist Party, the State.
c) Marrying foreigners or Vietnamese residing abroad without reporting in writing to the branch about the person’s background, or continuing despite the competent party organization’s disagreement.
d) Intentionally concealing from the party organization; forcing children to marry foreigners, Vietnamese residing abroad contrary to the Communist Party’s regulations, and the State’s laws."
Thus, according to the new regulations from July 6, 2022, members of Communist Party of Vietnam who complete procedures to marry foreigners, resettle or acquire nationality abroad illegally will be expelled.
