“Article 5. Land management

2. Preparation for land expropriation in Van Phong Economic Zone and Cam Lam district is prescribed as follows:
a) For construction projects of industrial parks, export processing zones, high-tech zones and economic zones; new urban areas, rural residential areas; concentrated agricultural, forestry, fishery and seafood production and processing zones using capital outside the state budget in cases where the Government of Vietnam expropriated land in accordance with the land law and has a scale of 300 ha or more, based on district-level land use planning, district-level annual land use plans, the Provincial People's Councils shall promulgate a list of projects for which investigation, survey and measurement are inventory and verify the origin of land and properties attached to land according to the order and procedures specified in this Clause;
b) Based on the list of projects specified at Point a of this Clause, the state agency competent to recover land according to the provisions of the Land Law shall issue a notice on organization of investigation, survey and measurement, counting and verifying the origin of land and assets attached to land.
Notices on organization of investigation, survey, measurement, inventory and verification of the origin of land and land-attached assets shall be sent to each land user and announced on the mass media and listed on the mass media. posted at the headquarters of the commune-level People's Committee, at the common place of the residential area;
