Recently, the Chairman of the National Assembly signed to promulgate Resolution 104/2023/QH15 on the State Budget Estimate for 2024.
According to Resolution 104/2023/QH15, a comprehensive wage policy reform will be implemented according to Resolution 27-NQ/TW in 2018 from July 1, 2024.
According to Resolution 27-NQ/TW in 2018, the wage reform builds 5 new salary tables based on job positions, titles, and leadership roles to replace the current system of salary tables. Transitioning from the old salary to the new one ensures that new salaries are not lower than the current ones:

5 New Salary Tables for Officials, Public Employees, and Armed Forces Under Resolution 27?
Based on the spirit of Resolution 27-NQ/TW in 2018, the 5 new salary tables applicable to officials, public employees, and armed forces include:
- Construct 1 position salary table applicable to officials and public employees holding leadership positions (elected and appointed) in the political system from the Central level to the commune level based on principles:
+ The position salary level must reflect the hierarchy within the political system; those holding leadership positions will receive salaries according to their positions. If a person holds multiple positions, they will receive the highest position salary; equivalent leadership roles should receive identical position salaries; the salary of higher-level leaders should be higher than that of lower-level leaders.
+ Set one position salary level for each equivalent position; no distinction between ministries and central authorities, boards, committees, and equivalents at the Central level when constructing the Central position salary table; no different position salary levels for the same leadership role based on the classification of administrative units at local levels, but implement through allowance policies. The classification of equivalent leadership roles within the political system for designing the position salary table will be determined by the Politburo after reporting to the Central Executive Committee.
- Construct 1 professional and occupational salary table based on the grade of officials and professional title of public employees applicable to non-leadership officials and public employees; each grade of officials, professional title of public employees has multiple salary steps based on principles:
+ Same job complexity should receive same salary; higher than normal labor conditions and occupational incentives should be implemented through occupational allowance policies; reorganizing grade groups and the number of steps in the grades of officials, professional titles of public employees, encouraging officials and public employees to enhance their professional expertise.
+ Appointments to grades of officials or professional titles of public employees must be linked to job positions and the structure of grades of officials, professional titles of public employees managed by the agencies, organizations, and units managing officials and public employees.
- Construct 3 salary tables for armed forces, including:
+ 01 salary table for military officers, police officers, and police non-commissioned officers (according to positions, titles, and ranks);
+ 01 salary table for professional soldiers and technical police specialists;
+ 01 salary table for defense workers and police workers (maintaining the current relative salary scales of armed forces in comparison to administrative officials).
How Are the 5 New Salary Tables Designed and Built from July 1, 2024?
According to the spirit of Resolution 27-NQ/TW in 2018, the entire 5 new salary tables based on job positions in the wage reform will be designed according to the specific factors as follows:
- Abolish the current statutory pay rate and salary coefficient, build a basic salary level in specific monetary terms in the new salary tables.
- Implement unified labor contract policies according to the provisions of the Labor Code (or service provision contracts) for persons performing support and service tasks (requiring training below intermediate level), not applying the salary tables of officials and public employees to these subjects.
- Determine the lowest salary level for officials and public employees in the public sector as the salary level of persons performing tasks requiring intermediate-level training (step 1) not lower than the lowest salary level of trained laborers in the enterprise sector.
- Expand wage relations as a basis to determine specific salary levels in the salary system, gradually approaching the wage relations of the enterprise sector according to the State's resources.
- Improve policies for regular salary increments and pre-term salary increments for officials, public employees, and armed forces in accordance with the new salary table regulations.
