From July 01, 2024, how will the salary calculation and salary scale for officials holding leadership positions be when implementing the 2024 salary reform?
Salary Table, Salary Calculation Methods for Officials Holding Leadership Positions from July 1, 2024, When Implementing Wage Reform
According to Resolution 27-NQ/TW of 2018, wage reform will be implemented from July 1, 2024, as follows:
(1) Salary Table for Officials Holding Leadership Positions:
Currently, there is no official information or document regarding the new official salary table for the salaries that officials holding leadership positions will receive when the wage reform is implemented from July 1, 2024.
Although there is no specific official salary table for officials holding leadership positions when the wage reform is implemented from July 1, 2024, according to the spirit of Resolution 27-NQ/TW of 2018, the salary table for officials holding leadership positions will be constructed based on the following principles:
- The position salary must reflect the hierarchy within the political system; holding a leadership position entitles one to the salary corresponding to that position. If one holds multiple positions, the highest position salary will be applied; equivalent leadership positions will receive the same salary; the salary for a senior leader must be higher than the salary for a subordinate leader.
- A position salary will be specified for each equivalent leadership position; there will be no differentiation between ministries and central authorities, committees, and equivalents at the central level when designing the central leadership salary table; there will be no differentiation in position salary for the same leadership title based on administrative unit classification at the local level, these will instead be accounted for by allowance policies. The classification of equivalent leadership positions within the political system for the design of the position salary table will be decided by the Politburo after reporting to the Central Executive Committee.
(2) Salary Calculation Methods for Officials Holding Leadership Positions:
According to the spirit of Resolution 27-NQ/TW of 2018, when implementing wage reform, the new salary structure for officials holding leadership positions will include:

Additionally, after the wage reform, bonuses will be included as well. Therefore, if officials holding leadership positions receive bonuses, this will be a new addition to their income.

What are the Allowances for Officials When Implementing the 2024 Wage Reform?
In subsection 3.1, Section 3, Part II of Resolution 27-NQ/TW of 2018, the income of officials from allowances when implementing the 2024 wage reform is as follows:
When implementing wage reform, the new salary structure will include: Basic salary (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund). Bonuses will be added (the bonus fund will be about 10% of the total annual salary fund, not including allowances).
Specifically, at point d, subsection 3.1, Section 3, Part II of Resolution 27-NQ/TW of 2018, officials and public employees will continue to receive five types of allowances: Concurrent allowance; extra seniority allowance; regional allowance; job responsibility allowance; mobility allowance.
- When implementing wage reform, the preferential occupational allowance, occupational responsibility allowance, and hazardous, dangerous allowance (collectively referred to as occupational allowance) will be consolidated for officials and public employees in professions with working conditions more challenging than normal and entitled to appropriate state policies (education and training, healthcare, judiciary, prosecution, civil judgment execution, inspection, audit, customs, forestry protection, market management, etc.). The special allowance, attraction allowance, and long-term service allowance in areas with particularly difficult socio-economic conditions will be consolidated into a service allowance in particularly difficult areas.
- In addition, the professional seniority allowance; leadership position allowance (as leadership titles in the political system will have a position salary); party, political-social group activities allowance; public service allowance (since included in the basic salary); hazardous, dangerous allowance (since hazardous, dangerous working conditions have been included in the occupational allowance) will be abolished.
New policies on allowance classification based on administrative unit levels for commune, district, and provincial levels will be defined.
Allowance funding for non-specialized staff at the commune, village, and neighborhood levels will be consistently implemented based on the regular expenditure rate of the commune-level People's Committee.
As a result, the allowance levels for these subjects will be specifically regulated such that one position can cover multiple tasks but must ensure the quality and efficiency of the assigned work.
Who Are Cadres and Officials?
- According to Clause 1, Article 4 of Law on Cadres and Officials 2008, a cadre is a Vietnamese citizen, elected, approved, or appointed to hold a position or title on a term basis in agencies of the Communist Party of Vietnam, the State, or political-social organizations at the central, provincial (including centrally-run cities, hereinafter collectively referred to as provincial level), district, or city under provincial level (hereinafter collectively referred to as district level), in the payroll and receiving salaries from the state budget.
- According to Clause 2, Article 4 of Law on Cadres and Officials 2008, amended by Clause 1, Article 1 of Law on Cadres and Officials and Law on Public Employees (Amendment) 2019, an official is a Vietnamese citizen, recruited, appointed to ranks, positions, and titles corresponding to job positions in agencies of the Communist Party of Vietnam, the State, or political-social organizations at the central, provincial, or district level; in agencies or units of the People's Army that are not officers, professional military personnel, or defense workers; in agencies or units of the People's Public Security that are not officers, non-commissioned officers serving under professional policies, or public security workers, in the payroll and receiving salaries from the state budget.
