According to Resolution 27-NQ/TW of 2018, wage reform will be implemented from July 1, 2024, as follows:

(1) Salary Table for Officials Holding Leadership Positions:

Currently, there is no official information or document regarding the new official salary table for the salaries that officials holding leadership positions will receive when the wage reform is implemented from July 1, 2024.

Although there is no specific official salary table for officials holding leadership positions when the wage reform is implemented from July 1, 2024, according to the spirit of Resolution 27-NQ/TW of 2018, the salary table for officials holding leadership positions will be constructed based on the following principles:

- The position salary must reflect the hierarchy within the political system; holding a leadership position entitles one to the salary corresponding to that position. If one holds multiple positions, the highest position salary will be applied; equivalent leadership positions will receive the same salary; the salary for a senior leader must be higher than the salary for a subordinate leader.

- A position salary will be specified for each equivalent leadership position; there will be no differentiation between ministries and central authorities, committees, and equivalents at the central level when designing the central leadership salary table; there will be no differentiation in position salary for the same leadership title based on administrative unit classification at the local level, these will instead be accounted for by allowance policies. The classification of equivalent leadership positions within the political system for the design of the position salary table will be decided by the Politburo after reporting to the Central Executive Committee.

What are the Allowances for Officials When Implementing the 2024 Wage Reform?

In subsection 3.1, Section 3, Part II of Resolution 27-NQ/TW of 2018, the income of officials from allowances when implementing the 2024 wage reform is as follows:

When implementing wage reform, the new salary structure will include: Basic salary (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund). Bonuses will be added (the bonus fund will be about 10% of the total annual salary fund, not including allowances).

- In addition, the professional seniority allowance; leadership position allowance (as leadership titles in the political system will have a position salary); party, political-social group activities allowance; public service allowance (since included in the basic salary); hazardous, dangerous allowance (since hazardous, dangerous working conditions have been included in the occupational allowance) will be abolished.

New policies on allowance classification based on administrative unit levels for commune, district, and provincial levels will be defined.
