From July 1, 2024, will the new payroll for professional servicemen be calculated based on the statutory pay rate?

Recently, the President of the National Assembly signed and promulgated Resolution 104/2023/QH15 on the 2024 State Budget Estimates.

In Resolution 104/2023/QH15, it is mentioned that comprehensive reform of the wage policy will be implemented according to Resolution 27-NQ/TW of 2018 from July 1, 2024.

Currently, there is no official information or document on the specific new payroll for professional servicemen when the salary reform is implemented from July 1, 2024.

However, according to the spirit of Resolution 27-NQ/TW 2018, when salary reform is implemented from July 1, 2024, a new payroll will be built for professional servicemen based on the following factors:

- Abolishing the statutory pay rate and current salary coefficients, building a basic salary in specific monetary terms in the new payroll.

- Expanding the pay relationship as a basis to determine specific salary levels in the salary system, gradually approaching the pay relationship in the enterprise sector suitable to the state's resources.

- Perfecting policies for regular salary increases and early salary increases for officials, public employees, and armed forces in accordance with the regulations of the new payroll.

When salary reform is implemented from July 1, 2024, a new payroll for professional servicemen will be built, no longer calculated based on the statutory pay rate and current salary coefficients. Instead, a basic salary will be built in specific monetary terms in the new payroll for professional servicemen.

Additionally, in Resolution 27-NQ/TW 2018, the salary structure for professional servicemen when salary reform is implemented will include:

- Basic salary (about 70% of the total salary budget);

- Allowances (about 30% of the total salary budget);

- Additional bonuses (the bonus fund is about 10% of the total annual salary budget, excluding allowances).

Thus, after the salary reform from July 1, 2024, the salary for professional servicemen will be built according to the following formula:

What is the salary for professional servicemen before the salary reform from July 1, 2024?

Based on Table 5, Appendix I issued with Circular 41/2023/TT-BQP stipulating the current salary coefficients for professional servicemen.

According to Article 3 Circular 41/2023/TT-BQP, the salary for professional servicemen is calculated by the following formula:

Actual salary = Statutory pay rate x Current salary coefficient 

- The salary for junior professional servicemen is divided into 2 groups as follows:

+ Group 1 has a salary coefficient from: 3.20 to 5.45, equivalent to 5,760,000 VND/month to 9,810,000 VND/month.+ Group 2 has a salary coefficient from: 2.95 to 5.20, equivalent to 5,310,000 VND/month to 9,360,000 VND/month.

- The salary for intermediate professional servicemen is divided into 2 groups as follows:

+ Group 1 has a salary coefficient from: 3.50 to 6.20, equivalent to 6,300,000 VND/month to 11,160,000 VND/month.+ Group 2 has a salary coefficient from: 3.20 to 5.90, equivalent to 5,760,000 VND/month to 10,620,000 VND/month.

- The salary for senior professional servicemen is divided into 2 groups as follows:

+ Group 1 has a salary coefficient from: 3.85 to 7.70, equivalent to 6,930,000 VND/month to 13,860,000 VND/month.+ Group 2 has a salary coefficient from: 3.65 to 7.50, equivalent to 6,570,000 VND/month to 13,500,000 VND/month.

(Note: The above salaries are calculated by coefficients and do not include allowances).

Who are professional servicemen in Vietnam?

According to Article 2 of the Law on professional servicemen, Defense Workers, and Defense Officials 2015, professional servicemen are Vietnamese citizens with technical or professional qualifications serving in the People's Army, selected, recruited, and awarded the rank of professional servicemen.

- Active professional servicemen: professional servicemen serving regularly in the standing forces of the People's Army.- Reserve professional servicemen: Vietnamese citizens with technical or professional qualifications registered to serve in the reserve category of the People's Army as prescribed by the Law on professional servicemen, Defense Workers, and Defense Officials 2015.

What is the highest rank of professional servicemen in Vietnam?

According to Article 16 of the Law on professional servicemen, Defense Workers, and Defense Officials 2015, the rank structure for professional servicemen is defined as follows:

Rank of professional servicemen

1. The rank of professional servicemen corresponds to their technical and professional qualifications and salary levels, including:

a) Senior Colonel of professional servicemen;

b) Colonel of professional servicemen;

c) Lieutenant Colonel of professional servicemen;

d) Captain of professional servicemen;

dd) Senior Lieutenant of professional servicemen;

e) Lieutenant of professional servicemen;

g) Junior Lieutenant of professional servicemen.

2. The highest rank for professional servicemen includes:

a) In the senior category, the highest rank is Senior Colonel of professional servicemen;

b) In the intermediate category, the highest rank is Colonel of professional servicemen;

c) In the junior category, the highest rank is Lieutenant Colonel of professional servicemen.

3. The Minister of National Defense regulates the rank of professional servicemen corresponding to the salary level of each category.

Thus, according to the above regulations, the highest rank for professional servicemen is Senior Colonel of professional servicemen.
