Pursuant to Clause 9, Article 2 of the Regulation promulgated together with Circular 08/2022/TT-BGDDT stipulates as follows:
“Article 2. Interpretation of terms
...
9. The matriculation score (of a major group, an industry, or a training program) is the threshold score at which candidates (who have registered their aspirations for that industry or training program) have equal or higher scores shall be qualified for admission.”
Thus, matriculation scores for colleges and universities in Vietnam is the threshold score at which candidates have equal or higher scores shall be qualified for admission.

In case of being admitted to university while performing military service in Vietnam, could the matriculation results be reserved?
Pursuant to Article 10 of the Regulation promulgated together with Circular 08/2022/TT-BGDDT stipulating the reservation of matriculation results as follows:
- Candidates who have obtained the admission notice are entitled to reserve their admission results in the following cases:
+ To go to military service or to gather youth volunteers right in the year of matriculation under a decision or order of a competent authority;
+ Be seriously ill or have a serious accident, unable to attend school on time, having medical records and certification by a competent medical agency.
- Candidates who fall into the category specified in Clause 1 must send an application for reservation along with supporting documents to the training institution calling for admission. The maximum time for results retention shall be specified by the training institution, but not less than 3 years for the person specified at point a, clause 1 of this Article.
- Immediately after being eligible to go back to school, the person whose matriculation results are reserved must carry out the admission procedures according to the regulations of the training institution, which must provide proof of completion of the task or has been rehabilitated. For the cases specified in Clause 1 of this Article with a reservation period of 3 years or more, the training institution shall consider and introduce them to pre-university schools or classes for review before entering the official school.
Thus, the preservation of university and college admission results is done in accordance with the above provisions.
What are the basis for training institutions in Vietnam to develop enrollment projects?
Pursuant to Article 11 of the Regulation promulgated together with Circular 08/2022/TT-BGDDT stipulates as follows:
“Article 11. Enrollment Scheme
1. The training institution formulates, publishes and implements the enrollment scheme to fulfill its accountability and commitment towards candidates, state management agencies and society. The enrollment proposal must contain sufficient information as a basis for:
a) Candidates choose schools, majors, training programs and enrollment methods suitable to their individual capacities, interests and conditions; prepare the conditions for participation in recruitment and take steps according to the enrollment plan of the training institution;
b) State and social management agencies supervise the implementation of the law and the training institution's commitments to learners in enrollment and training.
2. Main contents of the enrollment project include:
a) Introduction information about the training institution, disciplines and training programs, including information on the decision to open majors, training languages, teaching staff, study and research conditions, diplomas graduation, quality assessment results, percentage of graduates (out of total enrollments) and employment rates appropriate to the graduates' professional qualifications (according to Appendix III of the Regulation);
b) Full information on training costs, tuition fees, enrollment service fees and other service fees for the whole course and each academic year; scholarship policy, tuition fee exemption and reduction, financial support, dormitory accommodation and other preferential and supportive policies for learners;
c) Enrollment plan and scope of enrollment for different phases of the year (in which the first batch of regular university and college admissions must be consistent with the general plan promulgated by the Ministry of Education and Training), including regulations on subjects and enrollment conditions, enrollment methods, selection combinations and enrollment quotas for disciplines and training programs; registration process and procedures and other necessary information for candidates;
d) Plans to deal with risks when implementing the enrollment work and commitment of the training institution's responsibility.
3. The training institution shall notify the enrollment together with the announcement of the enrollment scheme on the website of the training institution and through other appropriate forms before opening the application for the first round of enrollment. at least 30 days; in case of adjustment, supplement (if any) at least 15 days in advance.”
Thus, the development of enrollment schemes and announcement of enrollment schemes of training institutions are carried out in accordance with the above regulations.
Circular 08/2022/TT-BGDDT takes effect from July 22, 2022.
