What is a Provincial Tourism Promotion Center in Vietnam?
According to Article 2 of Circular 15/2022/TT-BVHTTDL, a provincial tourism promotion center is a public non-business unit under the Department of Tourism, the Department of Culture, Sports and Tourism of provinces and centrally-run cities with the following functions:
- Promoting and introducing local tourism at home and abroad;
- Building and developing local tourism brands;
- Research and orient the development of tourism markets and products;
- Raising social awareness about tourism;
- Mobilizing and seeking opportunities and resources for investment in tourism development;
- Provide public career services and serve state management in accordance with the provisions of law; participate in coordinating the promotion and promotion of regional, interregional and national tourism.
Provincial-level tourism promotion centers have legal status, have a head office, have a seal, and are allowed to open accounts in accordance with the provisions of law.

What are the duties and powers of the Provincial Tourism Promotion Center in Vietnam?
According to Article 3 of Circular 15/2022/TT-BVHTTDL, the Provincial Tourism Promotion Center shall perform the following tasks and powers:
- Formulate, submit to competent authorities for approval and organize the implementation of short-term, long-term and annual tourism promotion programs and plans of the Provincial Tourism Promotion Center;
- Building and developing local tourism brands; building and promoting local tourism products; develop orientations for the development of the local tourism market;
- Building, managing, using and supplying tourism promotion publications and articles in digital form, prints, materials and other forms;
- Building, managing, using and exploiting local tourism promotion databases;
- Promotion and promotion of tourism, introduction of people, cultural heritages, historical-cultural relics, scenic spots, creative labor works of people, cultural identity of localities at home and abroad;
- Organizing and participating in provincial, interregional, national and international tourism fairs, exhibitions and events;
- Organizing surveys, collecting data, documents, surveying tourism resources and tourism markets;
- Organizing information to support tourists and develop local community tourism;
- Supporting the connection of tourism enterprises and tourism promotion events, attracting tourism investment, cooperating in the development of tourism business at home and abroad;
- Mobilizing and seeking opportunities and resources for investment in tourism development; diversify and improve the quality of local tourism services;
- Propagating and disseminating to raise social awareness about tourism, mobilizing organizations and individuals to be self-aware and actively participate in preserving civilized lifestyles in public places and environmental sanitation;
- Protecting, embellishing and developing the value of local tourism resources;
- Organizing and coordinating training and fostering the development of tourism human resources in the locality;
- Participating in programs, projects, environmental tasks, science and technology, biodiversity, climate change response in the field of tourism in the locality;
- Cooperation, exchange and professional exchange of tourism with relevant organizations at home and abroad to develop tourism in accordance with the provisions of law;
- Manage the organization of the apparatus, personnel, finance, assets and assigned facilities and equipment in accordance with the provisions of law;
- Carry out statistical and reporting work in accordance with the provisions of law;
- Perform other tasks assigned by the Director of the Department of Tourism, the Director of the Department of Culture, Sports and Tourism in accordance with the provisions of law.
What are the organizational structure of the Tourism Promotion Center of provinces and centrally-run cities from 02/14/2023 in Vietnam?
According to Article 4 of Circular 15/2022/TT-BVHTTDL, the organizational structure of the Tourism Promotion Center of provinces and centrally-run cities is as follows:
Organizational structure
1. Leaders of provincial-level tourism promotion centers shall have directors and deputy directors in accordance with law; The Director of the Provincial Tourism Promotion Center shall be responsible to the Director of the Department of Tourism, the Director of the Department of Culture, Sports and Tourism and before the law for all activities of the Provincial Tourism Promotion Center; The Deputy Director of the Provincial Tourism Promotion Center shall be responsible to the Director of the Provincial Tourism Promotion Center and before the law for the assigned field of work.
2. Professional organizations:
Provincial-level Tourism Promotion Centers have departments performing administrative, general, internal management, service support and departments performing professional and professional functions to perform the tasks specified in Article 3 of this Circular.
Based on the functions, tasks, powers, number of people working and actual nature, characteristics and conditions, the director of the provincial-level Tourism Promotion Center shall submit to the competent authority for specific regulations on the organizational structure of the provincial-level Tourism Promotion Center in accordance with law.
3. The establishment of the department and the number of deputies of the head of the department under the Provincial Tourism Promotion Center shall comply with the provisions of Point d, Clause 1 and Clause 3, Article 6 of the Government's Decree No. 120/2020/ND-CP dated October 07, 2020 on establishment, reorganization and dissolution of public career units.
