Where is the headquarters of the Association of Non-Public Vocational Colleges of Vietnam located?

Pursuant to Decision No. 315/QD-BNV in 2023 approving the Charter of the Association of Vietnam Non-Public Vocational Colleges promulgated by the Minister of Home Affairs.

Article 3 of the Charter promulgated together with Decision No. 315/QD-BNV in 2023 has the following provisions:

Legal position, headquarters
1. The association has legal status, its own seal and account; operates in accordance with Vietnamese law and the Association's Charter approved by the Minister of Home Affairs.
2. The head office of the Association is located in Hanoi city. The Association may set up representative offices in provinces and centrally run cities other than the place where its head office is located as prescribed by law.

Thus, according to the above regulations, currently, the headquarters of the Association of Non-Public Vocational Colleges of Vietnam is located in Hanoi.

What are the powers of the Association of Non-Public Vocational Colleges of Vietnam?

Pursuant to the provisions of Article 6 of the Charter issued together with Decision No. 315/QD-BNV in 2023, the Association of Non-Public Vocational Colleges of Vietnam has the following powers:

- Propagating the principles and operation goals of the Association

- Representing members in domestic and foreign relations related to the Association's functions and duties in accordance with the law and the Association's Charter.

- Protecting the legitimate rights and interests of members in accordance with the Association's operating principles and purposes as prescribed by law. Disseminate knowledge to members, guide members to comply with the laws, regimes and policies of the Party and State, the Association's Charter, regulations and regulations.

- Participating in programs, projects, research topics, consulting, criticism and social assessment at the request of state agencies; provide services on issues in the field of activities of the Association in accordance with the law.

- Commenting on legal documents related to the Association's activities, making recommendations to competent state agencies on issues related to the Association's development and The Association operates in accordance with the provisions of law. Organizing the training, retraining and other service activities as prescribed by law.

- Coordinating with relevant agencies and organizations to perform the Association's tasks.

- Establishing a legal entity under the Association in accordance with the field of operation, principles, purposes and according to the provisions of law.

- Rewarding members with achievements in Association activities, admit and remove members' names in accordance with the Association's Charter and the law.

- Raising funds for the Association on the basis of membership fees and revenues from business and service activities as prescribed by law to self-finance the operation.

- Receiving legal funding sources from organizations and individuals at home and abroad according to the provisions of law. Receiving financial support from the State for activities associated with the tasks assigned by the State (if any).

- Joining the respective international organizations and signing and implementing international agreements according to the provisions of law and report to the state management agencies on the branches and fields the Association operates, the decision-making body permits the establishment of an Association on joining the respective international organization, signing and implementing international agreements.

What are the duties of the Association of Non-Public Vocational Colleges of Vietnam?

Pursuant to the provisions of Article 7 of the Charter issued together with Decision No. 315/QD-BNV in 2023 as follows:

Duties of the Association
1. Organize and operate according to the approved Association Charter. Strictly abide by the provisions of the law related to the organization and operation of the Association. Not to take advantage of the Association's name and activities to harm national security, social order, morality, fine customs and traditions, the nation's traditions, and legitimate rights and interests of individuals and organizations.
2. Gather and unite members; organize and coordinate activities among members for the common interests of the Association; strictly implement the principles and purposes of the Association in order to participate in the development of fields related to the Association's activities, contributing to the construction and development of the country.
3. Disseminate and foster knowledge of legal regulations for members, guide and encourage members to comply with the laws, regimes and policies of the State and the Association's Charter, rules and regulations.
4. Represent members to participate in and make recommendations to competent authorities on guidelines and policies related to the Association's field of operation in accordance with law.
5. Coordinate with state management agencies, organizations and individuals related to the field of vocational training in performing tasks as prescribed by law and the Association's Charter, including:
a) Organize, exchange, information and communicate about vocational training in accordance with the provisions of law; connect professional training development; organize conferences, seminars, contests, training courses, fostering and other activities suitable to the field of operation, principles and purposes and according to the provisions of law.
b) Publish and distribute documents and media publications to support the development of vocational training in accordance with the principles and purposes of the Association and the provisions of the law.
6. Mediate disputes, settlement of complaints and denunciations within the Association according to the provisions of law.
7. Develop and issue code of ethics in the Association's activities.
8. Manage and use the Association's funding sources in accordance with the law.
9. Annually summarize and report on the organization and operation of the Association to the Ministry of Home Affairs, the Ministry of Labor, War Invalids and Social Affairs in accordance with law.
10. Perform other tasks when required by competent agencies.

Thus, according to regulations, the Association of Non-Public Vocational Colleges of Vietnam has 10 duties mentioned above.
