- Abuse one's position, authority, or use personal and family influence to suggest, impact, or pressure the competent authority to conclude, decide, or review inspection, supervision, party discipline enforcement, and audits inaccurately.

- Report inaccurately, dishonestly, incompletely, untimely, or lacking objectivity regarding matters related to inspection, supervision, party discipline enforcement, and audits.

- Other corrupt, negative acts related to inspection, supervision, party discipline enforcement, and audit activities.

Based on Article 5 of Regulation 131-QD/TW 2023, the regulations are as follows:

Principles of Power Control, Anti-Corruption, and Anti-Negativity in Inspection, Supervision, Party Discipline Enforcement, and Audit Activities

1. Ensure centralized, unified, strict, and comprehensive leadership and direction by the Communist Party towards the work of inspection, supervision, party discipline enforcement; state control in audit activities; supervision by elected bodies, the Vietnam Fatherland Front, socio-political organizations, and the people in these activities.

2. Establish mechanisms to prevent and ensure all powers are strictly controlled, rights must be tied to responsibilities. Transparency and accountability in inspection, supervision, party discipline enforcement, and audit activities by authorities.

3. Ensure independence, objectivity, complete implementation, strict adherence to work regulations, rules, and processes in inspection, supervision, party discipline enforcement, and audit activities; fostering a culture of integrity, free from corruption and negativity while performing duties.

4. Prompt detection, prevention, and stringent handling of actions abusing positions, authority, corruption, negativity in inspection, supervision, party discipline enforcement, and audit activities.

5. Comply with the guidelines, regulations of the Communist Party, and state laws.

Responsibilities of Leaders, Party Committee Members, and Party Organizations in Power Control and Anti-Corruption in Inspection, Audit Activities

Based on Article 5 of Regulation 131-QD/TW 2023, it stipulates that party committees, party organizations, leaders, and party committee members must not engage in corrupt, negative actions in inspection, audit activities as per Article 4 of Regulation 131-QD-TW 2023 and also fulfill the following responsibilities:

(1) Party Committee Leaders and Party Organizations

- Responsible for leading, directing, implementing the Party's regulations and state laws; accountable for violations in power control, corruption, negativity in inspection, supervision, party discipline enforcement, and audit activities.

- Fully and correctly summoning participants, ensuring the principle of democratic centralization in discussions, and deciding issues as per authority; must not campaign, guide, manipulate, impose subjective opinions, affect, or pressure others to review, evaluate, vote, or decide as per personal wishes.

- Report promptly, honestly, objectively, and fully the collective leadership's opinions to the competent authority, especially on issues with differing views.

- Announce publicly the inspection, supervision, party discipline enforcement, and audit conclusions as per regulations. Provide necessary records and documents as requested by the competent authority.

(2) Party Committee Members

- Comply with the resolutions and decisions of the collective; jointly responsible with the collective for discussed and voted decisions. Entitled to propose and retain their own opinions.

- Accountable for proposals and recommendations within the assigned area and field of responsibility.

- Accountable for violations related to power control, corruption, negativity within the assigned area and field of responsibility.
