What is the Process for Organizing Public Employee Recruitment?
Pursuant to Article 15 of Decree 115/2020/ND-CP, the regulations are as follows:
Recruitment Organization Process
1. Establish a Recruitment Council decided by the head of the agency or unit with recruitment authority.
2. Establish an Application Review Committee decided by the Chairman of the Recruitment Council no later than 5 working days from the date the Recruitment Council is established.
In cases where the applicant does not meet the recruitment conditions and standards, no later than 5 working days from the date of completing the application review, the Recruitment Council must send a written notification to the applicant at the registered address.
3. Organize the Examination
a) The Recruitment Council shall announce the list and summon candidates who meet the conditions and standards to participate in the first round, simultaneously posting on the electronic information page or portal and publicly listing it at the office of the agency or unit with recruitment authority. No later than 15 days from the date of the summoning announcement, the Recruitment Council must organize the first-round examination.
b) Organize the first-round examination:
If the recruiting agency or unit organizes the first-round examination on a computer, the results must be announced to the candidates immediately after the exam time ends on the computer. Re-examination is not conducted for the computer-based first-round exam results.
If the recruiting agency or unit organizes the first-round examination on paper, the grading is done as follows:
No later than 15 days from the date of the first-round exam completion, the grading must be completed;
No later than 5 working days from the date of completing the first-round exam grading, the results must be announced to the candidates and the window for appeal is 15 days from the date the exam results are announced on the recruiting authority’s electronic information page or portal;
If there appeals, within 15 days from the end of the appeal submission period, the regrading must be completed, and the results announced to the candidates;
Based on the actual conditions during the grading process, the Chairman of the Recruitment Council decides to extend the deadlines for tasks mentioned in this point, but the total extension period should not exceed 15 days.
c) Organize the second-round examination:
Within 5 working days from the date of completing the first-round exam grading, the Recruitment Council must prepare the list and notify, summoning candidates who meet the conditions for the second-round examination, simultaneously posting on the electronic information page or portal and publicly listing it at the office of the agency or unit with recruitment authority.
Within 15 days from the date of the summoning announcement for the second-round examination, the Recruitment Council must organize the second-round examination.
If the recruiting agency or unit organizes the second-round examination in writing, the grading and appeals are conducted as stipulated in point b of this clause. Appeals are not conducted for interview or practical test result of the second-round examination.
4. Organize the assessment:
a) Within 5 working days after the completion of checking the conditions and standards of the candidates in the first round, the Recruitment Council must make a list and notify, summoning candidates who meet the conditions for the second-round assessment, simultaneously posting on the electronic information page or portal and publicly listing it at the office of the agency or unit with recruitment authority;
b) Within 15 days from the date of the summoning announcement for candidates to attend the second round, the second-round examination must be organized as stipulated in point c clause 3 of this Article.
Thus, the process for organizing public employee recruitment is carried out according to the above regulations.

When Are Public Employee Recruitment Results Recognized?
Pursuant to Article 16 of Decree 115/2020/ND-CP, the regulations are as follows:

1. After completing the second-round exam grading as stipulated in Article 15 of this Decree, no later than 5 working days, the Recruitment Council must report to the head of the agency or unit with recruitment authority for consideration and recognition of the recruitment results.
Thus, public employee recruitment results will be announced no later than 5 working days after completing the second-round grading.
When Will the Notification of Recognized Public Employee Recruitment Results Be Sent?
Pursuant to clause 2 Article 16 of Decree 115/2020/ND-CP, the regulations are as follows:

2. Within 10 days from the date of the decision to recognize the recruitment results, the Recruitment Council must publicly announce on the electronic information page or portal of the agency or unit with recruitment authority and send a written notification of the recognized recruitment results to the applicants at the address they registered. The notification must clearly state the deadline for the recruited candidates to report to the recruiting authority to complete the recruitment dossier.
Thus, within 10 days from the date of the decision recognizing the recruitment results, the Recruitment Council must publicly announce on the electronic information page or portal of the agency or unit with recruitment authority and send a written notification of the recognized recruitment results to the applicants.
