What are the procedures for organizing meetings for officials, public employees, and employees in Vietnam?
According to Clause 4, Article 51 of the Law on Implementation of Grassroots-level Democracy 2022, the procedure for organizing meetings for officials, public employees, and employees is stipulated as follows:
- The head of the agency or unit presents a report on the following contents:
+ Reviewing the implementation of the lines and policies of the Communist Party and the laws of the State related to the functions and duties of the agency or unit.
+ Evaluating, summarizing, and reviewing the responsibilities of the head of the agency or unit in implementing the annual work plan;
- The representative of the agency or unit's Trade Union reports on the review of the implementation of the resolutions of previous meetings for officials, public employees, and employees and regulations on implementing democracy at the agency or unit; the results of monitoring and supporting officials, public employees, and employees in practicing democracy at the agency or unit;
- Officials, public employees, and employees attending the meeting discuss, give opinions, and make proposals or recommendations (if any);
- The head of the agency or unit and the Chairman of the agency or unit's Trade Union absorb and address queries and recommendations from officials, public employees, and employees on contents within their authority, discuss measures to improve working conditions, enhance the living standards of officials, public employees, and employees within the agency or unit, and implement the work plan for the next year;
- The representative of the People's Inspection Committee presents a report on the committee's activities during the year and the work program for the next year;
- The meeting decides on the following contents (if any):
+ Electing or dismissing members of the People's Inspection Committee at the agency or unit.
+ Handling the collection, expenditure, management, and use of contributions from officials, public employees, and employees at the agency or unit outside of the amounts regulated by law.
+ Content of the resolutions of the meeting for officials, public employees, and employees.
+ Other self-governing work within the agency or unit in accordance with the law and social ethics.
- Organize commendation for individuals and collectives within the agency or unit having accomplishments in their work; launch emulation movements;
- Sign emulation agreements between the head of the agency or unit and the Trade Union organization;
- Approve the meeting resolution.

- Reviewing the implementation of the resolutions of previous meetings for officials, public employees, and employees and regulations on implementing democracy at the agency or unit;
- Evaluating, summarizing, and reviewing the responsibilities of the head of the agency or unit in implementing the annual work plan;
- Summarizing emulation movements, considering commendations, and discussing and agreeing on the content of emulation for the next year; agreeing on the emulation commitment content;
- Discussing and deciding on the following contents:
+ Electing or dismissing members of the People's Inspection Committee at the agency or unit.
+ Handling the collection, expenditure, management, and use of contributions from officials, public employees, and employees at the agency or unit outside of the amounts regulated by law.
+ Content of the resolutions of the meeting for officials, public employees, and employees.
+ Other self-governing work within the agency or unit in compliance with the law and social ethics.
- Implementing the contents of information disclosure; collecting opinions from officials, public employees, and employees on the following contents:
+ Solutions for implementing the Party's guidelines and policies and the government's laws related to the functions and duties of the agency or unit.
+ Annual work plan of the agency or unit.
+ Organizing the emulation movement of the agency or unit.
+ Preliminary and final reports of the agency or unit.
+ Measures to improve organization, activities, and working methods; prevent and combat corruption and negative behaviors; practice thriftiness, combat waste, and bureaucratic, troublesome, and harassing behaviors towards the people.
+ Plans for recruiting, training, and fostering officials and public employees; electing and appointing officials and public employees.
+ Implementing policies related to the rights and interests of officials, public employees, and employees.
+ Draft regulations for the implementation of democracy within the agency or unit.
+ Draft internal expenditure regulations of the agency or unit (if any).
+ Other draft rules and regulations of the agency or unit.
+ Other contents according to the law and the grassroots democracy implementation regulations of the agency or unit.
- Implementing other work as decided by the meeting.
Who participates in meetings for officials, public employees, and employees in Vietnam?
According to Clause 2, Article 51 of the Law on Implementation of Grassroots-level Democracy 2022:

2. The participants in the meeting for officials, public employees, and employees are as follows:
a) For agencies or units with less than 100 officials, public employees, and employees, the meeting includes all officials, public employees, and employees of the agency or unit, except as stipulated in points b and đ of this clause;
b) For agencies or units with 100 or more officials, public employees, and employees or fewer than 100 but working scattered across a wide area or due to work constraints, the head of the agency or unit, in agreement with the Trade Union, decides on the participants in the meeting, either including all officials, public employees, and employees or representatives appropriate to the characteristics and situation of the agency or unit;
c) The meeting is valid when at least two-thirds of the total number of officials, public employees, and employees or two-thirds of the total number of summoned delegates are present. Resolutions and decisions of the meeting are passed when more than 50% of the attendees agree and the content complies with the law, and is consistent with social ethics;
d) For agencies or units with affiliated units, it may invite the head and representatives of the Executive Committee of the Trade Union from the affiliated agencies or units if deemed necessary;
dd) Agencies or units with 07 or fewer officials, public employees, and employees may organize meetings for officials, public employees, and employees if deemed necessary.
The participants in the meeting for officials, public employees, and employees are determined based on the specific cases mentioned above.
