What does the application for registration of motorcycle transfer at commune police authorities in Vietnam include?
Pursuant to subsection 2, Section A, Part I, administrative procedures issued together with Decision 3191/QD-BCA in 2022, the application for registration of motorcycle transfer at commune police authorities in Vietnam includes:
- A vehicle registration declaration
- Registration fee document.
- Vehicle ownership transfer document.
- Vehicle registration certificate
- Certificate of revocation of vehicle registration or license plate (if any);
- Documents of the vehicle owner.
When the database of vehicle registration agencies is connected to the database of ministries and branches, the above-mentioned documents are replaced by electronic data as the basis for issuing registration certificates and license plates.

What are the procedures for registration of motorcycle transfer in Vietnam?
Pursuant to subsection 2, Section A, Part I, administrative procedures issued together with Decision 3191/QD-BCA in 2022, the procedures for registration of motorcycle transfer in Vietnam are as follows:
Step 1: Vehicle owners log in to the public service portal to declare the information in the e-vehicle registration declaration form (according to form No. 01A/58) and receive the order code, appointment to process the application via the email address or via phone message to carry out vehicle registration procedures at the commune police authorities vehicle registration agency. In case of replacement of directly at the vehicle registration agency, vehicle owners fill out the vehicle registration declaration form (form No. 01).
Step 2: Submit applications for issuing license plates at the department of receiving and returning results at commune police authorities. The vehicle registration officer checks and compares the vehicle owner's documents, and vehicle registration certificates with the vehicle's documents; arrange documents in order: vehicle registration declaration, registration fee document, ownership transfer document, and vehicle documents related to the vehicle owner (if any), numbering, statistics, extracting documents to the cover of the applicant.
If the vehicle registration application does not meet the prescribed procedures, the vehicle registration officer specifics and completes instructions once for the vehicle owner to complete the application as prescribed.
In case the vehicle owner declares vehicle registration online on the Online Public Service Portal. The electronic data of the online vehicle registration declaration will be transmitted by the online public service portal to the vehicle registration system of the Traffic Police Department, the system automatically notifies the vehicle owner. The vehicle owner brings the vehicle and vehicle application to the commune police authority to carry out vehicle registration according to regulations. The information in the online vehicle registration declaration is declared by the vehicle owner, including electronic data on registration fees and ownership transfer documents (if any).
Step 3:
- Directly compare the contents of the vehicle registration declaration with the actual vehicle, including Brand, vehicle type, engine number, chassis number, paint color, seat number, and other specifications; Check the whole shape, size, total frame wall, and total engine wall of the vehicle.
- Rub the frame number affixed to the vehicle registration declaration, compare the actual machine number with the machine number scrub affixed to the vehicle registration declaration, and sign the inspection confirmation on the scrub of the machine number and frame number (part of the signature on the scrub, the rest on the vehicle registration certificate); clearly state the date, month, year and the full name of the vehicle inspection officer.
Step 4: Enter vehicle owner information, and vehicle information into the vehicle registration and management system; Status update: Temporarily imported vehicles for re-export, duty-free vehicles, vehicles settled by the registration agency to close the frame number, machine number (if any), vehicle mortgaged at banks.
Step 5: Guide vehicle owners to check the information: vehicle owners and vehicles, issue random license plates on the vehicle registration and management system according to regulations; write the license plate on the vehicle registration declaration.
Step 6: Issue an appointment letter to the vehicle owner; In case the vehicle owner requests to transfer the vehicle registration certificate via the postal service, guide the vehicle owner to carry out the registration procedure for using the delivery service.
Step 7: Collect the vehicle registration fee or check the fee payment information online as prescribed and the vehicle registration officer signs the vehicle registration certificate and submits it to the head of the commune police authority to sign the vehicle registration declaration.
Step 8: Issue vehicle registration certificates to vehicle owners.
What is the time limit for settling procedures for registration of vehicle transfer in Vietnam?
Pursuant to subsection 2, Section A, Part I, administrative procedures issued together with Decision 3191/QD-BCA in 2022, the time limit for settling procedures for registration of vehicle transfer in Vietnam is as follows:
- For the registration of vehicle transfer, the old license plate is remained (except for 3-digit plates or different plate systems, then surrender the number plate to change to a 5-digit plate as prescribed); For issuance of a vehicle registration certificate, the time limit for completing the procedures shall not exceed 2 working days from the date of receipt of the complete and valid application.
