1. The process and procedures for cooperation are carried out according to the provisions in Chapter II of Circular No. 152/2021/TT-BQP, dated November 21, 2021, by the Minister of National Defence detailing several provisions and guiding the implementation of Decree No. 22/2016/ND-CP, dated March 31, 2016, of the Government of Vietnam on defence diplomacy.

2. In cases of medical emergencies requiring immediate mobilization or reception of forces, equipment, and related assets from foreign partners or other cases as prescribed by law, the presiding agency or unit shall promptly collect opinions from relevant agencies and units and report to the competent authority for consideration and decision.

Thus, international cooperation in the military medical field is carried out according to the process and procedures in Chapter II of Circular 152/2021/TT-BQP.

Article 10 of Circular 37/2023/TT-BQP stipulates the responsibilities of military medical agencies and units as follows:

Responsibilities of Military Medical Agencies and Units

1. Advise and propose the needs and capabilities for international cooperation in the military medical field, develop implementation plans, and report to the competent authorities for consideration and decision.

2. Manage international cooperation activities in the military medical field within their authority; organize the implementation and report the results of international cooperation in the military medical field as prescribed.

3. Coordinate with relevant agencies and units in performing tasks related to international cooperation in the military medical field.

4. Receive and process information about cooperation content in the military medical field within their authority.

5. Periodically report on the results of international cooperation in the military medical field according to the decentralization to the Department of Military Medicine before November 25 each year; and report as required when necessary.

Thus, in international cooperation in the military medical field, military medical agencies and units have five main responsibilities as outlined above. They need to coordinate with other relevant agencies and units in performing tasks related to international cooperation in the military medical field.

Additionally, the units also advise and propose needs and capabilities for international cooperation in the military medical field, develop implementation plans, and report to the competent authorities for consideration and decision. 1. Organize military medical delegations to go abroad for working visits: Visits to military and civilian medical units in other countries, international organizations abroad; dispatch experts, interns; short-term and long-term training.

2. Host delegations from foreign military and civilian medical organizations: Visits to Vietnamese military medical units; invite and receive experts, interns; short-term and long-term training.

3. Organize and participate in international conferences and seminars in Vietnam; attend international conferences and seminars abroad.

4. Participate in signing international cooperation documents in the military medical field.

5. Train, observe, and conduct joint exercises.

6. Engage in exchanges and establish relationships with foreign military medical units, military and civilian hospitals, and international organizations.

7. Exchange, receive medals, badges, and commemorative items and other awards.

8. Support, aid; receive support, aid in medical matters.

9. Exchange cooperation content with foreign military and civilian medical organizations through telephone, email, or other forms as prescribed by law.

10. Participate in humanitarian medical examination and treatment with foreign military and civilian medical units abroad; invite foreign military and civilian medical units to participate in humanitarian medical examination and treatment in Vietnam.

11. Organize training, education, and dispatch Vietnamese military medics to participate in United Nations peacekeeping activities.

12. Organize medical examination and treatment in Vietnam for foreigners based on signed cooperation agreements.

13. Implement joint military and civilian medical clinics.

14. Cooperate in research, development, and application of products in the military medical field.

15. Technology transfer, clinical trials.

16. Other forms of cooperation in the military medical field as prescribed by law.

Thus, there are currently a total of 16 forms of international cooperation in the military medical field as listed above.
