What is the order to decide on the number of members of the Standing Committee of the National Assembly at the National Assembly sessions in Vietnam?

Pursuant to Clause 1, Article 32 of the Rules on National Assembly sessions, promulgated together with Resolution No. 71/2022/QH15 stipulating as follows:

Order of deciding the number of members of the Standing Committee of the National Assembly; elect the National Assembly Chairperson, National Assembly Vice Chairman, members of the Standing Committee of National Assembly

1. At the first session of each National Assembly, the National Assembly shall decide on the number of members of the National Assembly Standing Committee in the following order:

a) The Standing Committee of the previous National Assembly shall submit to the National Assembly the number of members of the Standing Committee of the National Assembly and a draft resolution on the number of members of the Standing Committee of the new National Assembly;

b) The National Assembly deputies discuss at the National Assembly Delegation; The Chairman of the previous National Assembly may meet with the Heads of the National Assembly Delegation to discuss related issues;

c) The Standing Committee of the previous National Assembly shall report to the National Assembly on the explanation and reception of opinions discussed by the National Assembly deputies at the National Assembly Delegation;

d) The National Assembly discusses;

dd) The Standing Committee of the previous National Assembly shall report to the National Assembly on the explanation and absorption of opinions of the National Assembly deputies and the revision of the draft resolution;

e) The National Assembly votes to approve the draft resolution.

Accordingly, the order to decide the number of members of the Standing Committee of the National Assembly proceeds as follows:

At the first session of each National Assembly term, the National Assembly shall decide on the number of members of the Standing Committee of the National Assembly in the following order:

- The Standing Committee of the previous National Assembly shall submit to the National Assembly the number of members of the Standing Committee of the National Assembly and a draft resolution on the number of members of the Standing Committee of the new National Assembly;

- National Assembly deputies discuss at the National Assembly Delegation; The Chairman of the previous National Assembly may meet with the Heads of the National Assembly Delegation to discuss related issues;

- The Standing Committee of the previous National Assembly shall report to the National Assembly on the explanation and absorption of opinions of National Assembly deputies discussed at the National Assembly Delegation;

- The National Assembly discusses;

- The National Assembly votes to approve the draft resolution.

In addition, at the sessions after the first session, in case of necessity, the National Assembly shall decide on the number of members of the National Assembly Standing Committee at the request of the National Assembly Standing Committee in the above order.

Pursuant to Clause 3, Article 32 of the Rules on National Assembly sessions, promulgated together with Resolution No. 71/2022/QH15, stipulating as follows:

At the first session of each National Assembly term, the National Assembly elects the National Assembly Chairperson, the National Assembly Vice Chairman, and a member of the National Assembly Standing Committee in the following procedure:

- The Standing Committee of the previous National Assembly shall submit a list of nominees for the National Assembly to elect the Chairman, Vice Chairman of the National Assembly and members of the Standing Committee of the National Assembly;

- In addition to the list proposed by the Standing Committee of the previous National Assembly, National Assembly deputies have the right to introduce or nominate themselves for the positions of Chairman of the National Assembly, Vice Chairman of the National Assembly, member of the Standing Committee of the National Assembly; the person nominated to be a candidate has the right to withdraw from the list of candidates;

- National Assembly deputies discuss at the National Assembly Delegation; The Chairman of the previous National Assembly may meet with the Heads of the National Assembly Delegation to discuss related issues;

- The Standing Committee of the previous National Assembly shall report to the National Assembly on the explanation and absorption of opinions of National Assembly deputies discussed at the National Assembly Delegation; submit to the National Assembly for decision a list of candidates introduced by National Assembly deputies or self-nominated (if any);

- The National Assembly discusses and votes on the list to elect the National Assembly Chairperson, National Assembly Vice Chairman, National Assembly Standing Committee member;

- The National Assembly establishes a vote counting committee;

- The National Assembly elects the Chairman of the National Assembly, Vice Chairman of the National Assembly, members of the Standing Committee of the National Assembly by secret ballot;

- The Vote Counting Committee shall report on the vote counting results and voting results;

- The Standing Committee of the previous National Assembly shall submit to the National Assembly a draft resolution to elect the National Assembly Chairperson, the National Assembly Vice Chairman, and a member of the National Assembly Standing Committee;

- The National Assembly discusses;

- The Standing Committee of the previous National Assembly shall report to the National Assembly on the explanation and absorption of opinions of the National Assembly deputies and the revision of the draft resolution;

- The National Assembly votes to approve the draft resolution;

- The Chairman of the National Assembly is sworn in.

How does the Chairman of the National Assembly conduct the Oath Ceremony?

Pursuant to Clause 4, Article 31 of the Rules on National Assembly sessions promulgated together with Resolution No. 71/2022/QH15, the Oath Ceremony shall be conducted in the following order:

- Military music sends ceremonial music and troops into position;

- The person taking the oath salutes the National Flag, enters the oath position and takes the oath;

- After taking the oath, the person taking the oath gives an inaugural address.
