Procedures for Reissuing Identity Certificates for Members of Diplomatic Missions, Consular Posts, and Representatives of International Organizations in Vietnam
The procedures for reissuing identity certificates for members of diplomatic missions, consular posts, and representatives of international organizations in Vietnam as per Section 2, Part 2 of administrative procedures issued together with Decision 2286/QD-BNG in 2023 are as follows:
- The Ministry of Foreign Affairs (State Protocol Department/Department of Foreign Affairs of Ho Chi Minh City) receives the dossier requesting reissuance of identity certificates for members of diplomatic missions, consular posts, representatives of international organizations in Vietnam, and their family members and domestic helpers.
- The Ministry of Foreign Affairs (State Protocol Department/Department of Foreign Affairs of Ho Chi Minh City) checks the completeness of the dossier and requests supplementary documents if necessary.
- Within 30 working days from the date of receiving a complete and valid dossier, the Ministry of Foreign Affairs (State Protocol Department/Department of Foreign Affairs of Ho Chi Minh City) issues the identity certificate directly to the diplomatic mission, consular post, or representative of the international organization in Vietnam.
Method of Implementation:
- For diplomatic missions and representatives of international organizations in Hanoi: register and submit the dossier online via the Ministry of Foreign Affairs Public Service Portal, submit the dossier directly/send via postal service to the State Protocol Department.
- For consular posts and representatives of international organizations in Southern provinces (from Da Nang southward): register and submit the dossier online via the Ministry of Foreign Affairs Public Service Portal, submit the dossier directly/send via postal service to the Department of Foreign Affairs of Ho Chi Minh City.

According to Section 2 Part 2 of the administrative procedures issued together with Decision 2286/QD-BNG in 2023, the components of the dossier for reissuing identity certificates for members of diplomatic missions, consular posts, and representatives of international organizations in Vietnam are as follows:
- Note Verbale from the diplomatic mission, consular post, or representative of the international organization in Vietnam: 01 original in the sending country's/English language and 01 Vietnamese translation.
- Report of lost identity certificate with verification from the police or local authorities (for lost identity certificate cases).
- Original identity certificate (for identity certificate renewal cases).
- 01 color photo 3x4 cm.
Time Limit for Processing:
- Within 30 working days from the date of receiving a complete and valid dossier as per the regulations, the Ministry of Foreign Affairs (State Protocol Department/Department of Foreign Affairs of Ho Chi Minh City) reviews and reissues the identity certificate.
Subjects Eligible for Reissuing Identity Certificates for Members of Diplomatic Missions, Consular Posts, and Representatives of International Organizations in Vietnam
According to Section 2 Part 2 of the administrative procedures issued together with Decision 2286/QD-BNG in 2023, the subjects eligible for reissuing identity certificates for members of diplomatic missions, consular posts, and representatives of international organizations in Vietnam are as follows:
- Diplomatic Identity Certificates issued for the following subjects:
+ Diplomatic public employees of the diplomatic mission holding diplomatic passports with diplomatic rank, and in the case where the passport does not state the diplomatic rank, must have a Note Verbale from the representing mission.
+ Head and Deputy Representative of the international organization’s representative office holding a United Nations laissez-passer or national passport (regardless of type) clearly stating the official position as Head or Deputy Representative, and in the case where the laissez-passer or national passport does not clearly state the position, there must be a Note Verbale from the representing mission.
+ Diplomatic public employees with diplomatic rank assigned to diplomatic missions, or representatives of international organizations in Hanoi posted to work in Ho Chi Minh City specializing in economic, trade, cultural, and scientific-technical matters, etc.
+ Spouses and children (adopted or biological, aged 14 to 18) of the aforementioned public employees, possessing their own passports (regardless of type), living together in one household, based on the Note Verbale from the sending Ministry of Foreign Affairs or foreign mission in Vietnam.
+ Ambassadors Extraordinary and Plenipotentiary from countries to Vietnam but not residing regularly in Vietnam (also known as concurrently-accredited Ambassadors).
- Consular Identity Certificates issued for the following subjects:
+ Consular officers of consular posts based in Ho Chi Minh City and other localities holding diplomatic passports with consular rank, and in the case where the passport does not state the consular rank, must have a Note Verbale from the representing mission.
+ Diplomatic public employees with diplomatic rank specializing in economic, trade, cultural, scientific-technical matters, etc., assigned to consular posts in Ho Chi Minh City and other localities.
+ Spouses and children (adopted or biological, aged 14 to 18) of the aforementioned public employees, possessing their own passports (regardless of type), living together in one household.
- Honorary Consular Identity Certificates issued for honorary consuls.
- Consular and honorary consular identity certificates indicate the consular district to specify the working range of the consular officers.
- Official Service Identity Certificates issued for the following subjects:
+ Administrative and technical staff of the diplomatic mission, consular post, and representative office of international organizations holding diplomatic passports, official service passports, or ordinary passports (if the sending country does not have official service passports or has only one type of passport for all nationals);
+ Spouses and children (adopted or biological, aged 14 to 18) of the aforementioned staff, possessing their own passports (regardless of type), living together in one household, based on the Note Verbale from the sending Ministry of Foreign Affairs or foreign mission in Vietnam.
- Ordinary Identity Certificates issued for the following subjects:
+ Service staff of the diplomatic mission, consular post, and representative office of international organizations holding ordinary passports.
+ Spouses and children (adopted or biological) of the aforementioned staff, possessing their own passports, living together in one household.
+ Overseas Vietnamese who still hold Vietnamese nationality but possess foreign passports (regardless of type), and are appointed as diplomatic public employees, consular officials, or administrative and technical staff, consular staff of foreign countries.
+ Spouses and children (adopted or biological) of the Vietnamese individuals mentioned above, possessing foreign passports (regardless of type), living together in one household.
+ Children of diplomatic public employees, children of consular officials, children of Heads and Deputy Representatives of international organizations, children of administrative and technical staff aged 18 and over, regardless of the type of passport they hold.
+ Domestic helpers of mission members who are foreign nationals, regardless of the type of passport they hold.
