How to Report a Lost Ordinary Passport at the Central Level Following the Latest Procedures?
Based on the guidelines in Subsection 3, Section A, Administrative Procedures, issued together with Decision 5568/QD-BCA and the National Public Service Portal instructions as follows:
Step 1: Prepare the dossier according to legal regulations.
Step 2: Submit the dossier
* Vietnamese citizens who lose their ordinary passports within the country report the loss of their ordinary passports via the National Public Service Portal, the Public Service Portal of the Ministry of Public Security, through public postal services, or at one of the two headquarters of the Immigration Department - Ministry of Public Security:
+ No. 44-46 Tran Phu Street, Ba Dinh District, Hanoi.
+ No. 333-335-337 Nguyen Trai Street, District 1, Ho Chi Minh City.
Or at immigration control units under the Immigration Department, Ministry of Public Security.
When submitting the dossier, valid Identity Cards or Citizen Identification Cards must be presented for verification and comparison.
* Dossier reception time: From Monday to Saturday morning weekly (except for Tet holidays and public holidays).
* The officer receiving the dossier checks its legality and content:
+ If the dossier is complete and valid, it will be accepted.
+ If the dossier is incomplete or invalid, guidance will be provided to the person reporting the lost passport to complete the dossier in accordance with regulations.
Step 3: Receive the result
+ If submitting the dossier directly and requesting to receive the result via postal services, follow the guidelines of the postal service provider.
+ If sending the dossier through postal services, the Immigration Department will send a notice about the resolution of the passport loss report via postal services according to the information in the sender's dossier.
+ Result delivery time: From Monday to Friday weekly (except for Tet holidays and public holidays).

+ Report form for lost ordinary passport (Form TK05).
For individuals who have lost civil act capacity, have difficulties in perception and behavior control, or are under 14 years of age, their legal representative shall complete and sign on their behalf.
Can Vietnamese Citizens Temporarily Abroad be Reissued Ordinary Passports via an Expedited Procedure?
Based on Article 18 of the Law on Exit and Entry of Vietnamese Citizens 2019, the regulations are as follows:
Issuance of Ordinary Passports via Expedited Procedures
1. Issuance of ordinary passports for individuals temporarily abroad who have lost their passports and wish to return home immediately is stipulated as follows:
a) Individuals requesting passport issuance must submit a loss report form, a fully completed declaration form, 02 portrait photos, and present personal identification documents issued by competent Vietnamese authorities if available;
b) Within 02 working days from the date of receiving the request, the Vietnamese representative mission abroad shall consider, decide on the passport issuance, deliver the result to the requester, and notify in writing the Immigration Department, Ministry of Public Security in case they have not yet connected with the National Database on Exit and Entry of Vietnamese Citizens;
c) If there is insufficient basis to issue a passport, within 02 working days from the date of receiving the request, the Vietnamese representative mission abroad shall send a written request to the Immigration Department, Ministry of Public Security for verification, and concurrently notify the requester in writing;
d) Within 02 working days from the date of receiving the written request, the Immigration Department, Ministry of Public Security shall respond in writing to the Vietnamese representative mission abroad about the passport issuance;
e) Within 01 working day from the date of receiving the response, the Vietnamese representative mission abroad shall issue the passport and deliver the result to the requester; if unable to issue, they shall provide a written explanation stating the reasons;
f) In the case of through a local partner completing the form, the Immigration Department, Ministry of Public Security receives, checks, responds to the partner, and notifies in writing the Vietnamese representative mission abroad within 02 working days from the date of receiving the request; within 01 working day from the date of receiving the notification, the Vietnamese representative mission abroad gathers the applicant's photos, issues the ordinary passport, and delivers the result.
Thus, in cases where individuals temporarily abroad have lost their ordinary passports and wish to return home immediately, they will be issued ordinary passports through an expedited procedure.
