- Civil servants: Principals appointed before July 1, 2020.
- Public employees:
+ Principals appointed or reappointed from July 1, 2020;
+ Vice-principals, teachers, and staff in positions recruited according to the public employee regulations.

(1) Regarding the level of task completion:
- For civil servants:
Evaluated and classified by competent authority at the level of completing tasks or higher and did not violate discipline in any form (reprimand, warning, demotion, dismissal).
- For public employees:
Evaluated by competent authority at the level of completing tasks or higher and did not violate discipline in any form (reprimand, warning, dismissal).
(2) Civil servants and public employees not in the period of review, disciplinary consideration as per regulations.
(3) Achieved outstanding performance in task fulfillment which has been recognized in writing by competent authorities.
(4) Not yet at the final salary grade in the rank or title and as of December 31 of the year for considering early salary increase, still lacking up to 12 months to reach the regular salary increase term, they are eligible for early salary increase by up to 12 months compared to the time of holding the grade for regular salary increase as stipulated in Circular 08/2013/TT-BNV, specifically:
- For ranks and titles requiring a college degree or higher: If not yet at the final salary grade in the rank or title, after 3 years (full 36 months) of holding the grade in the rank or title, they are eligible for a salary grade increase.
- For ranks and titles requiring an intermediate degree or lower and support staff: If not yet at the final salary grade in the rank or title, after 2 years (full 24 months) of holding the grade in the rank or title, they are eligible for a salary grade increase.
