Implement electronic prescribing for health facilities and drug-selling establishments in Ho Chi Minh city?
Pharmacies in the Ho Chi Minh City receive electronic prescriptions and link drug sales data through the National Drug Database System?
Pursuant to Official Letter 4443/SYT-NVD in 2022 of the Department of Health of Ho Chi Minh City guiding the implementation of regulations on electronic prescriptions according to the following contents:
“- The Health Department of Thu Duc district/city has implemented Circular No. 27/2021/TT-BYT of Vietnam guiding pharmacies and practitioners in the area to receive electronic prescriptions.
- Pharmacies in the city shall receive electronic prescriptions and link drug sales data through the National Drug Database System.
- The sale of drugs and storage of prescriptions comply with the provisions of Circular No. 52/2017/TT-BYT dated December 29, 2017 of the Minister of Health on prescriptions and prescriptions of pharmaceutical, biological and biological drugs. Products in outpatient treatment, Circular No. 18/2018/TT-BYT dated August 22, 2018 of the Minister of Health amending and supplementing a number of articles of Circular No. 52/2017/TT-BYT dated 29 December 2017 of the Minister of Health on prescriptions and prescribing of pharmaceutical chemicals, biological products in outpatient treatment, Circular No. 44/2018/TT-BYT dated December 28, 2018 of the Minister The Ministry of Health shall prescribe the prescription of traditional drugs and herbal drugs and the prescription of a combination of traditional drugs, herbal drugs with pharmaco-chemical drugs."
According to the above regulations, the electronic form of prescriptions for medical departments and drug retail establishments in the city. Ho Chi Minh City will follow the above instructions.

How to perform electronic prescribing for inpatients and outpatients?
Pursuant to Article 2 of Circular 27/2021/TT-BYT of Vietnam stipulating as follows:
“Article 2. Content and electronic prescribing of drugs
1. For outpatients:
a) In case of prescription of pharmaceutical drugs, biological products in outpatient treatment:
To comply with the provisions of Circular No. 52/2017/TT-BYT dated December 29, 2017 of the Minister of Health, providing for prescriptions and prescribing of pharmaceutical chemicals, biological products in outpatient treatment and Circular No. 18/2018/TT-BYT dated August 22, 2018 of the Minister of Health amending and supplementing a number of articles of Circular No. 52/2017/TT-BYT dated December 29, 2017 of the Minister Health regulations on prescriptions and prescriptions of pharmaceutical chemicals, biological products in outpatient treatment;
b) In case of prescription of traditional drugs, herbal drugs and prescription of combination of traditional drugs, herbal drugs with pharmacochemical drugs:
Comply with the provisions of Circular No. 44/2018/TT-BYT dated December 28, 2018 of the Minister of Health, providing for prescriptions of traditional drugs, herbal drugs and prescriptions for combinations of traditional drugs and drugs medicinal herbs with pharmaceutical drugs.
2. For inpatients discharged from the hospital:
a) In case of prescription in the notes section of the hospital discharge paper: comply with the provisions in Appendix 3 of Circular No. 56/2017/TT-BYT dated December 29, 2017 of the Minister of Health detailing enforce the Law on Social Insurance and the Law on Occupational Safety and Health in the field of health;
b) In case of prescription according to the outpatient application form: comply with the provisions of Clause 1 of this Article.”
Thus, the electronic declaration of drugs for inpatients and outpatients shall comply with the above regulations.
How long must health facilities retain a prescription from the prescription date?
Pursuant to Article 13 of Circular 52/2017-TT-BYT of Vietnam stipulating as follows:
“Article 13. Retention of prescriptions and drug-related documents
1. Health facilities must retain all prescriptions for 01 (one) year from the date on which a prescription is given.
2. Health facilities must retain “N” prescriptions, written commitments on use of narcotic drugs and “H” prescriptions for 02 (two) years from the prescription date.
3. Facilities preparing/dispersing/retailing narcotic drugs, psychotropic drugs and precursor drugs must retain all “N” prescriptions and “H” prescriptions for 02 (two) years from the drug expiration date.
4. Facilities preparing/dispersing/retailing drugs must retain prescriptions which contain antibiotics or anti-retroviral drugs for 01 (one) year from the prescription date. The retention of prescriptions shall be made in one of the following forms:
a) Retaining the original or copied prescriptions;
b) Retaining information about each prescription, consisting of: health facility’s name and address, prescriber’s full name, the patient’s full name and permanent address, names of antibiotics or anti-retroviral drugs, content, quantity, dosage and administration route.
5. When the retention period of documents about narcotic drugs, psychotropic drugs and precursor drugs, relevant facilities must establish document destruction councils in accordance with regulations of the Circular No. 20/2017/TT-BYT dated May 10, 2017 by the Minister of Health elaborating some Articles on drugs and medicinal ingredients subject to special control of the Law on Pharmacy and the Government's Decree No. 54/2017/ND-CP dated May 08, 2017. Documents to be destructed: “N” prescriptions, “H” prescriptions, written commitments on use of narcotic drugs, records of receipt of returned narcotic drugs, Certificates certifying that patients needs using narcotic drugs for pain relief made by medical stations of communes, wards or townlets (if any).”
According to the above regulations, health facilities shall retain prescriptions for 1 year from the date of prescription. The retention of prescriptions and drug-related documents shall comply with the above provisions.
