Responsibilities of Vehicle Owners When Inspecting Motor Vehicles
Pursuant to the provisions of Article 13 of Circular 16/2021/TT-BGTVT (amended by Clause 5, Article 1 of Circular 2/2023/TT-BGTVT and amended by Clause 5, Article 1 of Circular 08/2023/TT-BGTVT), the responsibilities of vehicle owners when inspecting motor vehicles are as follows:

In addition to complying with the contents of this Circular, vehicle owners shall also comply with the following regulations:
1. During the period between two inspection cycles, vehicle owners are responsible for maintaining and repairing the vehicle to ensure it meets technical standards, and are held accountable under the law for operating vehicles that do not meet safety and environmental protection standards on public roads.
2. It is prohibited to rent or borrow major assemblies or parts of motor vehicles to meet inspection requirements; falsify, erase, or alter the contents of the Inspection Certificate and Inspection Stamp.
3. Vehicle owners must accurately provide and declare information related to inspection content, administrative information, and technical specifications of the motor vehicle, including providing relevant documents to inspection units.
4. Preserve the Inspection Certificate and Inspection Stamp.
5. Return the Inspection Certificate and Inspection Stamp upon receiving a revocation notice from the inspection unit.
6. For motor vehicles exempted from the first inspection, the owner must affix the inspection stamp on the vehicle before operating it on the road as per the regulation in Clause 4, Article 9 of this Circular.

What Are the Infrastructure Requirements for Inspection Centers?
According to Article 6 of Decree 139/2018/ND-CP (amended by Clause 5, Article 1 of Decree 30/2023/ND-CP), the latest infrastructure requirements for inspection centers as stipulated in Decree 30/2023/ND-CP are as follows:
The premises of the inspection unit is the location used for arranging facilities to serve motor vehicle inspection on a single plot of land, with the following area requirements:
- For an inspection unit with one Type I inspection line, the minimum area for inspection activities is 1,250 m2;
- For an inspection unit with one Type II inspection line, the minimum area for inspection activities is 1,500 m2;
- For an inspection unit with two inspection lines, the minimum area for inspection activities is 2,500 m2;
- For an inspection unit with three or more inspection lines, the area for inspection activities from the third line onward must increase by at least 625 m2 for each additional line.
Inspection Workshop
- An inspection workshop with only one Type I inspection line: Minimum clearance dimensions (length x width x height) are 30 x 4 x 3.5 (m);
- An inspection workshop with only one Type II inspection line: Minimum clearance dimensions (length x width x height) are 36 x 5 x 4.5 (m);
- For inspection workshops with multiple inspection lines arranged side by side, the distance between the centers of the inspection lines must not be less than 4 m, and the distance from the center of the outermost line to the nearest inner wall of the inspection workshop must not be less than 2.5 m;
- For inspection lines arranged in multiple workshops, the total minimum length of the workshops must be equal to the corresponding length for the type of inspection line:
+ Inspection workshop with only one Type I inspection line: Minimum clearance dimensions (length x width x height) are 30 x 4 x 3.5 (m);
+ Inspection workshop with only one Type II inspection line: Minimum clearance dimensions (length x width x height) are 36 x 5 x 4.5 (m).
Note: Inspection lines must be arranged, installed with appropriate testing equipment and tools according to national technical standards issued by the Ministry of Transport, ensuring comprehensive inspection of the systems, assemblies, and details of motor vehicles participating in traffic to guarantee technical safety and environmental protection as per the Road Traffic Law 2008.
What Are the Principles for the Operation of Motor Vehicle Inspection Services?
Pursuant to the provisions of Article 4 of Decree 139/2018/ND-CP (amended by Clause 3, Article 1 of Decree 30/2023/ND-CP), the principles for the operation of motor vehicle inspection services are as follows:

1. Only organizations that are certified as meeting the conditions for motor vehicle inspection services are permitted to conduct inspections.
2. Inspection activities must be independent, objective, transparent, and compliant with the law.
3. If the system of inspection units cannot meet the inspection demand of organizations and individuals, it is allowed to mobilize inspection units and personnel from the People's Police and the People's Army to assist in inspecting motor vehicles under the scope of this Decree.
4. The establishment of inspection units must align with provincial plans, sector-specific plans, and other related plans, taking into account the characteristics of localities, remote areas, mountainous regions, and islands; fit the number and density of registered vehicles in the vicinity; and encourage the application of modern inspection technology and equipment.
5. The location for establishing inspection units must comply with connection and access regulations of the transportation system; be convenient for vehicles to enter and exit for inspection; ensure safety and convenience during operations, and not cause obstruction or traffic congestion, especially in major urban areas.
The operation of motor vehicle inspection services must comply with the regulations above.
