How to protect the ozone layer according to the law? What are the responsibilities of the Ministry of Natural Resources and Environment and agencies and organizations in ozone layer protection in Vietnam? - The question of Mr. Duc (Hanoi)

What is the ozone layer according to the law?

According to the definition in Clause 1, Article 1 of the 1985 Vienna Convention for the Protection of Ozone Layer to which the Socialist Republic of Vietnam is a signatory, as follows:

- “The ozone layer” means the layer of atmospheric ozone above the planetary boundary layer.

However, the ozone layer from a scientific perspective is a layer deep in the stratosphere, surrounding the Earth, containing a large amount of ozone (O3). Ozone (O3) is created under the influence of pressure, temperature, and conditions in the stratosphere (especially ultraviolet rays), an oxygen atom (O2) will combine with an oxygen molecule (O2).

The main function of the ozone layer is to protect the Earth from harmful external factors. The ozone depletion can cause skin cancer, eye diseases, and the development of marine ecosystems and flora when there is a strong impact from UV rays.
