1. Total investment capital for the precious medicinal plant project includes all mobilized funding sources to implement the project contents, including: state budget funds, business production capital (capital from the leading entity in the linkage, capital from the linked members), preferential credit capital, and other legal sources.
2. The investment level of the business production facility participating in the precious medicinal plant project is the business's mobilized capital to implement the committed project contents.

3. The content of the approval decision for a precious medicinal plant project must include the contents stipulated in Point d Clause 3 Article 21 Decree No. 27/2022/ND-CP. Additionally, it includes the list of beneficiaries eligible for investment support policies to develop cultivation areas for precious medicinal plants as specified in Clause 2 Article 38 Decree No. 28/2022/ND-CP dated April 26, 2022 of the Government of Vietnam. This regulation pertains to preferential credit policies for implementing the national target program on socio-economic development in ethnic minority and mountainous areas from 2021 to 2030, Phase I: from 2021 to 2025 (hereinafter abbreviated as Decree No. 28/2022/ND-CP), serving as a basis for the Social Policy Bank to provide loans according to its authority.
Point d Clause 3 Article 21 Decree 27/2022/ND-CP stipulates the contents of the approval decision for a precious medicinal plant project under the national target program as follows:
- The content of the project decision and linkage plan must include: project name, plan; implementation period; implementation location; total cost and the structure of each funding source (state budget, leading entity's capital, linked entities’ capital, preferential credit capital, integrated funds for implementing policies); content and level of state budget support; expected results per fiscal year and upon project completion; participants; penalties and mechanisms for recovering state budget support capital in cases where the leading entity violates commitments and other relevant contents (if any).

2. The selection process for a precious medicinal plant project is conducted as stipulated in Points a, b, and c Clause 3 Article 21 Decree No. 27/2022/ND-CP.
Points a, b, and c Clause 3 Article 21 Decree 27/2022/ND-CP stipulates the process for selecting a precious medicinal plant project under the national target program as follows:
- The leading entity in the linkage prepares a project proposal file, requesting support to develop production linked to value chains. The proposal file must clearly determine: The capacity of the leading entity; the production, business, product consumption, and service provision plans; detailed estimates for each annual plan; the main output indicators associated with the implementation milestones; notarized copies of contracts or signed minutes between the leading entity and the linked entities; other relevant contents (if any) as stipulated by the program managing agency.
- The program managing agency, within its authority, establishes a project appraisal council for the linkage plan and creates units and departments to assist the council.
Council members include: The council president is a leader of the ministry, central agency, provincial People’s Committee, or an authorized deputy from departments, central agency units, and provincial department leaders; members are leaders from the district People’s Committees where the project is located, representatives of state management agencies on investment, finance, sector, specialized fields, independent experts, and other necessary members (as needed).
Appraisal content must clarify the fulfillment of conditions stipulated in Clause 1 of this Article and the necessity of implementing the project and the linkage plan.
- Based on the appraisal comments, the Minister, the Head of the Central Agency decides or authorizes the head of a department or unit under the ministry or central agency to approve the project or linkage plan; the President of the provincial People’s Committee decides or authorizes the district People’s Committee president; the head of a department, subordinate to the provincial People’s Committee, decides to approve the project or linkage plan.
