Which Entities Are eligible to call for Donation for people affected by No.3 typhoon - Yagi in the Northen area of Vietnam?
Article 2 of Decree 93/2021/ND-CP stipulates the entities that are called to, receive, and distribute voluntary contributions include:
(1) Organizations and individuals calling, receiving, and distributing voluntary contributions:
- The Vietnam Fatherland Front Committee calls for and mobilizes; the Relief Committee (an organization established by the Standing Committee of the Vietnam Fatherland Front Committee of the same level - hereinafter referred to as the Relief Committee) receives and distributes voluntary contributions to overcome difficulties caused by natural disasters, pandemics, and incidents.
- The Vietnam Red Cross Society calls for, receives, and distributes voluntary contributions to overcome difficulties caused by natural disasters, pandemics, and incidents.
- Ministries, ministry-level agencies, agencies under the Government of Vietnam, Provincial People’s Committee, District People’s Committee call for, receive, and distribute voluntary contributions to overcome difficulties caused by natural disasters, pandemics, and incidents. The Commune People’s Committee receives and distributes voluntary contributions when authorized by the District People’s Committee as per the law.
- The National Steering Committee for Disaster Prevention and Control calls for and receives voluntary contributions from international entities during emergency disaster situations.
- Mass media agencies, medical facilities call for, receive, and support patients with serious illnesses.
- Charitable funds specified in Decree 93/2019/ND-CP dated November 25, 2019, of the Government of Vietnam on organization and operation of social funds and charitable funds (hereinafter referred to as charitable funds) call for, receive, and distribute voluntary contributions to overcome difficulties caused by natural disasters, pandemics, and incidents, support patients with serious illnesses.
- Enterprises, cooperatives, and other organizations with legal entity status participate in calling for, receiving, and distributing voluntary contributions to overcome difficulties caused by natural disasters, pandemics, and incidents, support patients with serious illnesses.
- Individuals with full civil capacity participate in calling for, receiving, and distributing voluntary contributions to overcome difficulties caused by natural disasters, pandemics, and incidents, support patients with serious illnesses.
(2) Organizations and individuals making voluntary contributions to support overcoming difficulties caused by natural disasters, pandemics, and incidents, support patients with serious illnesses.
(3) Organizations and individuals facing difficulties due to natural disasters, pandemics, incidents, and patients with serious illnesses using voluntary contributions.
(4) Organizations and individuals involved in calling for, receiving, distributing, and using voluntary contributions.
How Does the Vietnam Fatherland Front Organize Fundraising for Northern Compatriots?
According to Section I of Guideline 38/HD-MTTW-BTT in 2020, the following regulations apply:
* For localities not affected by floods
(1) Organize fundraising
- Depending on the actual situation, the Standing Committee of the Vietnam Fatherland Front Committee and the Relief Committees of provinces and cities report to the respective authority to organize suitable fundraising.
- The money raised will be transferred to the Central Committee of the Vietnam Fatherland Front (Central Relief Committee) to balance the distribution to affected localities.
(2) Do not organize fundraising
If organizing fundraising is not feasible, the Standing Committees of the Vietnam Fatherland Front and the provincial Relief Committees shall transfer the remaining relief funds from previous campaigns (if any) to the Central Committee of the Vietnam Fatherland Front (Central Relief Committee) to balance the support distribution for the flood-affected provinces.
* For localities directly affected by floods
The Standing Committees of the Vietnam Fatherland Front and provincial Relief Committees shall:
- Coordinate with authorities and member organizations of the Vietnam Fatherland Front to review the damage to people and property to perform relief work; promptly receive and distribute funds and goods from the Central Government, other localities, organizations, and individuals...
Initially focus on emergency support for food, drinking water, environmental sanitation, relocating families with collapsed, destroyed, and washed-away houses to stable living conditions...
- Mobilize people in each community and locality to actively help each other.
- Regularly publicize the results of receiving and distributing relief funds and goods, and the list of individuals and households receiving support items to inform and monitor the people; ensure prompt and accurate support to the intended recipients.
- Report to the authority, coordinate with authorities and mass organizations to supervise and manage self-organized support activities without reporting or requesting permission from the local government of individuals and groups to ensure fair support for affected people while preventing the misuse of fundraising by organizations, individuals, and groups for profiteering, as well as to ensure the safety of those visiting and supporting the local people.
