Regulations on Support Levels for Agricultural Production Recovery from Damage Caused by Storm No. 3
Based on Article 5 of Decree 02/2017/ND-CP, the regulations on support levels for agricultural production recovery from natural disaster damage are as follows:
(1) For plants:
- VND 2,000,000 and 1,000,000 per hectare for purebred land area suffering a loss of over 70% and 30 % - 70% respectively;
- VND 20,000,000 and 10,000,000 per hectare for land area of young seedling suffering a loss of over 70% and 30% -70% respectively;
- VND 3,000,000 and 1,500,000 per hectare for hybrid rice land area suffering a loss of over 70% and 30% - 70% respectively;
- VND 30,000,000 and 15,000,000 per hectare for young hybrid seedling land area suffering a loss of over 70% and 30% -70% respectively;
-) VND 2,000,000 and 1,000,000 per hectare for land area of crops and vegetables suffering a loss of over 70% and 30% - 70% respectively;
- VND 4,000,000 and 2,000,000 per hectare for area of industrial and perennial fruit tree suffering a loss of over 70% and 30% - 70% respectively
(2) For forestry production:
- VND 4,000,000 and 2,000,000 per hectare for the area of forest tree, non-timber forest product tree on forestry land, variety gardens and forests suffering a loss of over 70% and 30% - 70% respectively;

(3) For aquaculture:

- A subsidy from VND 20,500,000 to 30,000,000 and from 10,000,000 to 20,000,000 per hectare for area of intensive tilapias farming suffering a loss of over 70% and 30% - 70% respectively;
- A subsidy from VND 35,500,000 to 50,000,000 and from 15,000,000 to 35,000,000 per hectare for area of intensive farming of cold water fishes such as acipenser and trout suffering a loss of over 70% and 30% - 70% respectively;
- A subsidy fromVND 15,500,000 to 20,000,000 and from 10,000,000 to 15,000,000 per 100 cubic meters for cages and rafts in offshore aquaculture suffering a loss of over 70% and 30% - 70% respectively;
- A subsidy from VND 4,100,000 to 6,000,000 and from 2,000,000 to 4,000,000 per hectare for area of other fish farming suffering a loss of over 70% and 30% - 70% respectively;
(4) Support for livestock farming:
- Damage due to natural disasters:
Poultry (chickens, ducks, muscovy ducks, geese) up to 28 days old, support from VND 10,000 - 20,000/head; over 28 days old, support from VND 21,000 - 35,000/head;
Piglets up to 28 days old, support from VND 300,000 - 400,000/head; over 28 days old, support from VND 450,000 - 1,000,000/head; breeding sows and boars, support from VND 2,000,000/head;
Female dairy calves up to 6 months old, support from VND 1,000,000 - 3,000,000/head; dairy cows over 6 months old, support from VND 3,100,000 - 10,000,000/head;
Meat buffalo, beef cattle, and horses up to 6 months old, support from VND 500,000 - 2,000,000/head; over 6 months old, support from VND 2,100,000 - 6,000,000/head;
Deer, sambar deer, sheep, goats: Support from VND 1,000,000 - 2,500,000/head.
(5) Support for salt production: Salt production areas damaged over 70%, support of VND 1,500,000/ha; damage from 30% - 70%, support of VND 1,000,000/ha.
(6) For crops, livestock, and aquaculture affected but not listed in sections (1), (2), (3), and (4), the Chairperson of the Provincial People's Committees shall determine specific support levels based on budget balancing capabilities, production characteristics, and actual local requirements.
(7) In case of in-kind support, the support levels are converted to the equivalent cash value according to prices at the time of support.
