- The Standing Committee of the People's Court Emulation - Commendation and the heads of units of the Cluster Heads of the People's Court Emulation Cluster in 2022 agree on the subjects of the member units in the Cluster to be examined according to the following criteria:
+ The unit has a long history of achievements, many years of outstanding achievements in the patriotic emulation movement of the People's Court and has been highly commended.
+ The unit has many outstanding and typical emulation movements, has a lot of good experience; initiatives, new models, effective ways of doing things in the organization, launching emulation movements, helping to improve the quality and efficiency of professional work.
+ The unit organizing and launching the emulation movement is still formal, general, ineffective, has not achieved high achievements for many years, has not achieved the emulation targets and professional tasks.

Pursuant to Section III of the Plan promulgated together with Decision 147/QD-TANDTC in 2022, there are guidelines on the method of examination and commendation as follows:

+ On the basis of the inspection plan of the Supreme People's Court, the People's Courts shall conduct self-inspection of the emulation and commendation work of the units under their management according to the contents mentioned at Point 1, Section 1. II Part A. Inspection plan and self-inspection result report (according to the enclosed Outline); introduce the unit requesting inspection (according to the criteria at Point 2, Section II, Part A. Inspection plan) and send it to the Supreme People's Court (via the Emulation and Reward Department) before July 5, 2022 to synthesize, evaluate, and unify the selection of objects to be tested.
+ Based on the reports and proposals of the units, the Standing Committee of the People's Court Emulation and Commendation will coordinate with the Head of the unit, the Head of the Emulation Cluster of the People's Court in 2022 to consider, decide on the object of the unit to be tested directly.

- Responsibilities of the inspected unit
+ Organize to thoroughly understand the purposes, requirements and contents of the inspection plan to the entire contingent of civil servants, public employees and employees of the unit, develop a plan and organize self-inspection for the unit. under.
+ Prepare reports on the results of emulation and commendation work in Vietnam of agencies and units (according to the attached outline) and send to the Supreme People's Court (via the Emulation and Commendation Department) from time to time at point 1. Section III Part A. Test Plan.
+ Prepare sufficient records, books, documents and related documents to serve the inspection, arrangement, appoint officials as the contact point and appoint the right participants to attend and work with with the inspection team (representatives of the Party committee, representatives of unit leaders, standing members of the Emulation - Commendation Council, leaders of mass organizations: trade unions, youth unions...) emulation and commendation work in Vietnam of agencies and units.
