- Create favorable conditions to support the development of agricultural cooperatives in order to reorganize agricultural production and business and develop rural areas effectively and sustainably in line with the orientation of "ecological and rural agriculture" modern, civilized farmers”;

Build and develop value chains of agricultural products, attract investment, share benefits - responsibilities among related parties.

- Develop agricultural cooperatives towards the goal of consolidating and improving the efficiency and quality of operations of agricultural cooperatives; strictly implement the nature and principles of cooperatives, in accordance with the requirements of the development of the market economy and socialist orientation; change thinking from "agricultural production" to "agricultural economy";

Attract more and more members to participate, regardless of size, field, administrative boundaries; carry out multi-functional and multi-service production and business activities, serving the interests of members and people; diversified in organizational and operational models, suitable to the characteristics and specific conditions of regions, regions, localities, development levels and needs of members;

Science and technology application, innovation and digital transformation; give priority to the development of agricultural cooperatives in association with the development of green economy, circular economy, knowledge economy; strengthen linkages between agricultural cooperatives, form Unions of agricultural cooperatives.

- Organize the effective implementation of preferential and supportive policies of the State to develop agricultural cooperatives, meet the requirements of agricultural restructuring and new rural construction; consistent with the characteristics and strategic orientation of sustainable agricultural and rural development for the period of 2021 - 2030, with a vision to 2050 according to the Prime Minister's Decision 150/QD-TTg in 2022;

Timely response to risks of natural disasters, epidemics and adaptation to climate change.

- Promote the socialization of investment resources, support the development of agricultural cooperatives in various forms, in accordance with the provisions of law; effectively use the State's support resources for the development of agricultural cooperatives.

- Mobilize the participation of the political system from the central to local levels and other organizations and individuals in propagating, mobilizing and supporting the development of agricultural cooperatives.

Pursuant to point a, subsection 2, Section I of Resolution 106/NQ-CP in 2023, the general objective The common goal of agricultural cooperative development in restructuring the agricultural sector and building new rural areas by 2025 is stipulates as follows:

- Improve the quality and performance of agricultural cooperatives in the direction of sustainable development;

- Science and technology application, innovation and digital transformation;

- Prioritize the development of agricultural cooperatives in association with the development of green economy, circular economy, knowledge economy;

- Expand the scale, attract farmers, producers and agribusinesses to participate, making agricultural cooperatives an important socio-economic model in rural areas;

- Contribute to improving productivity, quality and added value; increase income for farmers;

- Environmental protection, adaptation to climate change; creating conditions and driving force for investment attraction, accelerating the restructuring of the agricultural sector and building new rural areas.

What are the specific goals to develop agricultural cooperatives in agricultural restructuring and new rural construction in Vietnam by 2025?

Pursuant to point b, subsection 2, Section I of Resolution 106/NQ-CP in 2023, specific objectives General objective of agricultural cooperative development in agricultural restructuring and new rural construction by 2025 is specified as follows:

- The number of agricultural cooperatives operating at good or good grade accounts for 60% or more of the total number of agricultural cooperatives in the country.

- Build at least 300 models of typical agricultural cooperatives that operate effectively, with many participating members; average revenue per agricultural cooperative is at least 5 billion VND/year; suitable to the conditions and requirements of production and business in each locality and industry.

- Expand the number of members, business scale, through forms of association and cooperation between cooperatives; mobilize 40-45% of the total number of agricultural, forestry and fishery households to join agricultural cooperatives.

- Product value per unit of agricultural production area increases by at least 10%; revenue increased by at least 20%; about 30% of agricultural cooperatives have links with enterprises consuming agricultural products.

- Promote the application of information technology, digital transformation, strive to have more than 3,000 agricultural cooperatives apply high technology, apply good agricultural practices (GAP), green economy, weekly economy. complete, knowledge economy.

- About 30% of management staff of agricultural cooperatives (Board of Directors, members of the Board of Directors, Board of Supervisors) are trained as agricultural cooperative directors according to the training program of the Ministry of Agriculture. and Rural Development and other training institutions; give priority to training young cadres and female cadres involved in the management and administration of agricultural cooperatives.

- Form an agricultural extension network, community agricultural extension groups, and qualified and experienced organizations and individuals to participate in consulting and supporting the development of agricultural cooperatives.
