1. Librarian
Directors of provincial and city Institutionss, based on Section 1, Article 23 of Circular No. 10/2021/TT-BGDDT, review and arrange staff in charge of library work. In case there is no librarian, it is necessary to assign teachers, part-time staff in charge of library work for the school year 2022 -2023, develop a job placement scheme and consult the Department of Education and Training Recruitment of librarian according to regulations.
The Director of the Institutions for Vocational Education and Training, the Principal of the school with a continuing education branch, based on the Circular No. 01/2007/TT-BGDĐT, reviews and arranges staff in charge of library work to ensure that the organization operates according to the provisions of Circular No. 01/2007/TT-BGDDT. guidelines of the Department of Education and Training. Having the plan to recruit or train and retrain librarian to have professional qualifications to meet the requirements of organizing library activities for the following school years.

How to carry out accreditation of Institutions of continuing education in Ho Chi Minh City?
According to the content of Official Dispatch 4692/SGDĐT-GDTXCNDH 2022, guiding the accreditation of Institutions of continuing educations in Ho Chi Minh City as follows:
- Regarding the assessment criteria: comply with Section 3, Chapter II of the Regulation promulgated together with Circular 42/2012/TT-BGDDT. With the evaluation criteria[1] related to vocational education and vocational education, apply the current regulations to carry out the assessment[2].
- Regarding the process and cycle of educational accreditation: comply with Chapter III of the Regulation promulgated together with Circular 42/2012/TT-BGDDT.
- Regarding self-assessment and external assessment: follow the guidance in Official Letter 8987/BGDĐT-KTKDCLGD in 2012 of the Ministry of Education and Training on guiding self-assessment and assessment outside general education institutions, higher education institutions .
- The determination of requirements to meet the assessment criteria, suggestion of sources of evidence, follow the instructions in Official Letter 430/KTKDCLGD-KĐPT 2013 of the Department of Examinations and Education Quality Accreditation (now the Department of Education Administration) quality management); Some requirements to meet the evaluation criteria, suggesting sources of evidence when evaluating, shall be implemented in accordance with the Appendix attached to Official Letter No. 5647/BGDĐT-QLCL dated October 27, 2022 of the Ministry of Education and Training.

- The director of the Institutions based on Sections 1 and 3, Article 29 of Circular 10/2021/TT-BGDĐT and Decision 01/2003/QD-BGD&DT to build a standard library and plan to supplement facilities meet the requirements of organizing library activities according to regulations.
- Develop a plan to organize library activities for the school year in association with the instructions on digital transformation and building an electronic library, an open library, a Vietnamese book day, and building a reading culture space.
- Implement records of asset management, books, magazines, and records of library operations according to the 5 standards specified in Decision 01/2003/QD-BGD&DT.
- Develop a plan to inspect the management, organize activities and purchase additional books and magazines every year. Organize a library self-assessment to carry out educational quality accreditation according to Official Dispatch 4250/SGDĐT-KTKD 2022 of the Department of Education and Training on guiding the implementation of educational quality accreditation for VET-TVET Institutions.
- Implement the purchase of shared textbooks and the plan to buy textbooks to equip the library for students to borrow and use, especially textbooks of all grades according to the 2018 National Education Program.
