Pursuant to Clause 1, Article 12 of the Regulation promulgated together with Decision 1100/QD-BKHDT in 2022 of the Ministry of Planning and Investment stipulates as follows:
“Article 12. Receipt of dossiers
1. Dossier is submitted directly at the Department of Receiving and Returning results or sent via postal service or submitted online. Individuals and organizations, when sending documents via postal service, clearly specify the sending address, the address to receive the results and pay the charges themselves according to regulations of the public postal service provider.
Accordingly, organizations and individuals can submit dossiers in person, online or by post to the Receiving and Returning Department at the Ministry of Planning and Investment.

Pursuant to Clauses 2 and 3, Article 12 of the Regulation promulgated together with Decision 1100/QD-BKHDT in 2022 of the Ministry of Planning and Investment stipulates as follows:
“Article 12. Receipt of dossiers
...
2. When receiving documents, civil servants and employees at the Result Receiving and Returning Department shall check the dossiers as follows:
a) Check and authenticate digital accounts of individuals and organizations through personal identification numbers of Vietnamese citizens or passport numbers (or international travel documents) of foreigners and code of the organization as prescribed. In case organizations and individuals do not have digital accounts, civil servants and public employees receive dossiers at the Receiving and Returning Department for instructions on implementation or creating accounts for individuals and organizations on the Public Service Portal. country or the Department's Public Service Portal.

3. Check the dossier as follows:

c) In case civil servants receive dossiers at the Receiving and Returning Department assigned to handle dossiers. The civil servant enters information into a record-keeping book or electronic software and processes it as follows:
- For dossiers that require immediate settlement and return of results: After receiving, civil servants at the Department of Receiving and Returning inspection results, if they find that the dossiers are complete, accurate, and eligible for receipt, then there is no need to make a document to receive the dossier and make an appointment to return the results, but it must be sent to full-time civil servants of specialized units to appraise and process dossiers for individuals and organizations within 1 working day and update the settlement situation and results into the Ministry's administrative procedure settlement information system.
- For dossiers specified with time limit for processing according to ISO process or regulations, the civil servant shall prepare a dossier of receipt and make an appointment to return the results; scan documents and digitize records according to regulations; transfer the file to a specialized unit for processing, and receive the settlement result to return it to the individual or organization on time.”
Thus, the process of checking documents submitted at the Receiving and Returning Department of the Ministry of Planning and Investment is carried out in accordance with the above regulations.
In case the application is received after 16:30, how will it be handled?
Pursuant to Article 13 of the Regulation promulgated together with Decision 1100/QD-BKHDT in 2022 of the Ministry of Planning and Investment stipulates as follows:
“Article 13. Transfer of documents
1. After receiving the dossier as prescribed in Article 12 of this Regulation, the civil servant shall make a sheet to control the processing of the dossier (made according to form No. 05 in the Appendix); hand over the records and the control sheet of the processing of the records to the full-time civil servants of the relevant specialized units for settlement.
2. The application process control sheet is transferred according to the file and kept at the Department of Receiving and Returning Results.
3. The handover of dossiers shall be carried out on the day of receipt of dossiers. In case, the dossier is received after 16:30 in the prescribed working day, the recipient is responsible for transferring the dossier before 9:00 am of the next working day.
4. In case the application is received online or the paper file has been digitized, it will be transferred to a specialized unit for processing on the Ministry's information system for handling administrative procedures.”
Thus, the application will be handed over on the day of receipt of the application. In case the application is received after 16:30, it will be transferred before 9 am of the next working day.
