At the same time, the Government has just issued Decree 24/2023/ND-CP dated May 14, 2023 stipulating the statutory pay rate for officials, public employees and the armed forces.

The new statutory pay rate of 1.8 million VND/month applies to the following 9 groups of subjects:

(1) Officials from the central to district level specified in Clauses 1 and 2, Article 4 of the Law on Officials 2008.

(2) Commune-level officials specified in Clause 3, Article 4 of the Law on Officials 2008.

(3) Officials in public non-business units as prescribed in the Law on Public Employees 2010.

(4) Employees working under the labor contract regime specified in the Government's Decree 111/2022/ND-CP on contracts for some types of work in administrative agencies and non-business units Public employees are eligible for or have an agreement in the labor contract to apply salary classification according to Decree 204/2004/ND-CP of the Government on the salary regime applicable to officials, public employees and armed forces.

(5) Employees working in the payroll quotas at associations are supported by the state budget for operating expenses according to the provisions of Decree 45/2010/ND-CP of the Government on organization, operation and association management.

(6) Officers, professional soldiers, non-commissioned officers, soldiers, workers, defense officers and contract workers of the Vietnam People's Army.

(7) Officers and non-commissioned officers, non-commissioned officers, conscripts, public security workers and contract workers of the People's Public Security.

(8) Employees working in cipher organizations.

(9) Part-time employees at commune, village and residential levels.

Thus, the statutory pay rate from July 1, 2023 is VND 1.8 million/month.

According to the provisions of Decree 204/2004/ND-CP, the salary will be calculated by the formula:

Salary = Statutory pay rate x Salary coefficient

Thus, after July 1, 2023, the increase of the statutory pay rate to 1,800,000 VND will have a significant impact on the salaries of officials and public employees when the salary increases by at least 310,000 VND.

According to Clause 1, Article 3 of Decree 38/2019/ND-CP, the statutory pay rate applied until the end of June 30, 2023 is VND 1,490,000/month.

According to the provisions of Article 3 of Decree 24/2023/ND-CP, from July 1, 2023, the statutory pay rate will increase to VND 1,800,000/month.

Thus, from July 1, 2023, the statutory pay rate of the General Secretary also increased from 1,490,000 VND to 1,800,000 VND (ie an increase of 310,000 VND).
