To amend and supplement procedures for loaning for Vietnamese guest workers according to Decision 3565/QD-NHCS in 2023?
Pursuant to the provisions of Clause 1, Article 1, Decision 3565/QD-NHCS 2023 has the following content:
Announced together with this Decision the revised and supplemented work handling procedures; procedures is annulled under the jurisdiction of VBSP as follows:
1. Amend and supplement the content of "Procedures for loaning for Vietnamese guest workers" (in Section I of the list of procedures issued with this Decision) as follows:
a) Amend and supplement points c) Document components:
- Replace the Loan Application to work abroad under contract (form No. 01/LDNN) published with this decision.
- Replace the phrase: "ID card or citizen ID card: 01 certified copy (saved at the VBSP where the procedure is performed)" with the phrase "ID card or citizen ID card: 01 copy (saved at VBSP where the procedure is performed)".
- Annul the prescribed content: Household registration book or temporary residence book (01 certified copy).
b) Amendment of point k) Requirements and conditions for implementing procedures:
- Replace the phrase "Borrowers who do not reside in poor districts who borrow capital from 100 million VND or more must have assets to secure the loan according to the provisions of law and VBSP" with the phrase "Borrowers who borrow capital from 100 million VND or more must have assets to secure the loan according to the provisions of law and VBSP.

- Decision No. 27/2019/QD-TTg dated September 9, 2019 on credit for workers in poor districts working abroad under contracts;
- Document No. 3524/NHCS-TDNN dated April 28, 2023 of the General Director of VBSP on amending a number of loan operations for poor households and other policy beneficiaries.
Thus, according to the amendments and supplements in Decision 3565/QD-NHCS 2023, procedures for loaning for Vietnamese guest workers will change as follows:
(1) The application does not include the household registration book or temporary residence book.
(2) Replace the Loan Application to work abroad under contract (form No. 01/LDNN) announced with Decision 3565/QD-NHCS in 2023.
(3) Requirements for ID cards or citizen identification cards only require copies, not certified copies.
(4) The limit on borrowers with collateral will be wider when changing from "Borrowers not residing in poor districts" to "Borrowers with loans".

According to Section 2 of Instruction 7886/NHCS-TDNN 2019, regulations on which workers are eligible to borrow capital to work abroad under a contract from the Vietnam Bank for Social Policies, including:
- Workers belonging to poor households according to the poverty line prescribed by the Prime Minister from time to time;
- Workers belonging to near-poor households according to the near-poverty standard prescribed by the Prime Minister from time to time;
- Workers are ethnic minorities;
- Workers are relatives of people who contributed to the revolution. Relatives of people with meritorious services to the revolution are certified by the Commune People's Committee according to form No. 4 issued with Decree 74/2019/ND-CP.
- Workers whose land is recovered include:

Pursuant to Section 6 of Instruction 7886/NHCS-TDNN 2019, regulations on specific loan interest rates are as follows:
Interest rates
6.1. The preferential loan interest rate for Vietnamese guest workers is equal to the loan interest rate for poor households prescribed by the Government from time to time (currently, the interest rate for poor households is 6.6%/year). Particularly, the borrowers specified in Point 2.6, Clause 2 of this document are workers from poor households or ethnic minorities who can borrow capital at an interest rate equal to 50% of the lending interest rate for poor households set by the Government. determined each period.
6.2.The interest rate on overdue debt is 130% of the loan interest rate.
Thus, according to the above regulations, the loan interest rate for Vietnamese guest workers is:
- For Vietnamese guest workers, the loan interest rate for poor households is 6.6%/year.
- Particularly for borrowers who are Vietnamese guest workers in poor districts, Vietnamese guest workers from poor households or ethnic minorities can borrow capital at an interest rate of 50% of the interest rate. loan rate.
