Circular 65/2023/TT-BCA stipulates the authority to impose administrative penalties in the fields of security, order, social safety; prevention and combat of social evils; fire prevention and fighting; rescue and salvage; prevention and combat of domestic violence of division chiefs of professional departments within the Department of Political Security for Internal Affair; the Department of Administrative Management of Social Order; the Department of Traffic Police; the Department of Fire Prevention and Fighting and Rescue; the Department of Cybersecurity and High-Tech Crime Prevention and Combat; the Department of Immigration Management.
Circular 65/2023/TT-BCA applies to:
- Authorities empowered to impose administrative penalties as stipulated in Article 3 of Circular 65/2023/TT-BCA.
- Vietnamese individuals and organizations; foreign individuals and organizations (hereinafter referred to as individuals and organizations) subject to administrative penalties in the fields of security, order, social safety; prevention and combat of social evils; fire prevention and fighting; rescue and salvage; prevention and combat of domestic violence.
- Individuals and organizations related to the imposition of administrative penalties in the fields of security, order, social safety; prevention and combat of social evils; fire prevention and fighting; rescue and salvage; prevention and combat of domestic violence.

According to Article 3 of Circular 65/2023/TT-BCA, the authorities of division chiefs of professional departments within the People's Public Security to impose administrative penalties in the fields of security, order, social safety; prevention and combat of social evils; fire prevention and fighting; rescue and salvage; prevention and combat of domestic violence include:
- Division chiefs within the Department of Political Security for Internal Affair including:
+ Chief of Internal Protection for central Communist Party and State agencies;
+ Chief of Security for judicial, law-making, and Central Party organizations;
+ Chief of Press and Publication Security;
+ Chief of Health and Education Security;
+ Chief of Cultural, Sports, and Social Labor Security;
+ Chief of Postal, Telecommunication, and Information Technology Security;
+ Chief of State Secret Protection Management.
- Division chiefs within the Department of Administrative Management of Social Order including:
+ Chief of Weapons, Explosives, Supporting Tools and Fireworks Management;
+ Chief of Management of Conditional Business Lines on Security and Order and Seals;
+ Director of the National Database Center on Population.
- Division chiefs within the Department of Traffic Police including:
+ Chief of Traffic Accident Investigation and Resolution Instruction;
+ Chief of Vehicle Registration and Inspection Instruction;
+ Chief of Driving License Management Instruction;
+ Chief of Road and Railway Traffic Patrol and Control Instruction;
+ Chief of Traffic Regulation and Escort Instruction;
+ Chief of Patrion and Crime Prevention on Inland Waterways;
+ Fleet Commander.
- Division chiefs within the Department of Fire Prevention and Fighting and Rescue including:
+ Chief of Fire Prevention;
+ Chief of Fire Prevention and Fighting Review;

When is Circular 65/2023/TT-BCA effective?
According to Article 4 of Circular 65/2023/TT-BCA:
Effectiveness
This Circular is effective from January 01, 2024, and replaces Circular No. 10/2015/TT-BCA dated February 11, 2015, of the Minister of Public Security detailing administrative penalties in fields related to security, order, and social safety.
Circular 65/2023/TT-BCA is effective from January 01, 2024, and replaces Circular 10/2015/TT-BCA.
