- Minister of Public Security;
- Director-General, Commander;
- Director of Provincial Public Security, city directly under the central government;
- Head of Department; Head of district Public Security, district-level town, city under the province, city under city directly under the central government; Regiment Commander;
- Head of Team; Head of communal Public Security, ward, commune-level town; Battalion Commander;
- Company Commander;
- Platoon Commander;
- Squad Leader.

How is the Highest Rank for Titles and Positions of Public Security Officers Regulated?
Pursuant to the provisions of Article 25 of the Public Security Law 2018, the highest rank for titles and positions of Public Security officers is regulated as follows:
- General: Minister of Public Security;
- Senior Lieutenant General: Deputy Minister of Public Security. The number does not exceed 06;
- Lieutenant General, not exceeding 35 including:
Director-General, Commander, and equivalent positions of units under the Ministry of Public Security meeting one of the following criteria: having strategic advisory functions, serving as a focal point to cooperate with Ministries, sectors, localities; having a hierarchical force structure, national-scale operations, directly leading or participating in tasks to protect national security, ensure social order and safety, combat crime; having functions to research, guide, and manage the entire force's expertise;
Permanent Deputy Chairman of the Inspection Committee of the Central Public Security Party Commission;
Director of the People's Public Security Political Academy, Director of the People's Security Academy, Director of the People's Police Academy;
Director of Hanoi Public Security, Director of Ho Chi Minh City Public Security;
Seconded Public Security officers approved for the position of Deputy Chairman of the National Defense and Security Committee of the National Assembly or appointed to the position of Deputy Minister or equivalent;
- Major General, not exceeding 157 including:
Director-General of units under the Ministry of Public Security and equivalent titles and positions, except as provided in point c, clause 1 of this Article;
Director of provincial Public Security, city directly under the central government in localities classified as type I provincial administrative units and key, complex areas in terms of security, order, large area, and dense population. The number does not exceed 11;
Deputy Chairman of the Inspection Committee of the Central Public Security Party Commission. The number does not exceed 03;
Deputy Director-General, Deputy Commander, and equivalent positions of units under the Ministry of Public Security as stipulated in point c, clause 1 of this Article. The number per unit: 17 units each does not exceed 04, the remaining units each does not exceed 03;
Deputy Director of Hanoi Public Security, Deputy Director of Ho Chi Minh City Public Security. The number does not exceed 03 per unit;
Seconded Public Security officers approved for the position of Standing Member of the National Defense and Security Committee of the National Assembly or appointed to the position of General Director or equivalent;
- Colonel: Director of provincial Public Security, city directly under the central government, except as provided in points c and d of this clause; Director of hospitals under the Ministry; Principal of intermediate People's Public Security schools;
- Senior Lieutenant Colonel: Head of Department and equivalent positions; Head of district Public Security, district-level town, city under the province, city under city directly under the central government; Regiment Commander;
- Lieutenant Colonel: Head of Team and equivalent positions; Head of communal Public Security, ward, commune-level town; Battalion Commander;
- Major: Company Commander;
- Captain: Platoon Commander;
- First Lieutenant: Squad Leader.
What Are the Obligations and Responsibilities of Public Security Officers?
Pursuant to Article 31 of the Public Security Law 2018, the obligations and responsibilities of Public Security officers are as follows:
- Absolutely loyal to the Fatherland, the People, the Communist Party, and the State.
- Strictly comply with the Party's guidelines and policies, the State's laws, the Public Security discipline, directives, orders from superiors.
- Honest, brave, vigilant, ready to fight, completing all assigned tasks.
- Respect and protect the legitimate rights and interests of agencies, organizations, individuals; closely connect with the People; dedicated to serving the People, showing respect and politeness towards the People.
- Regularly study to improve political, legal, scientific-technical, professional, and operational levels; cultivate revolutionary qualities, a sense of discipline, and physical fitness.
- Be responsible before the law and superiors for their orders, for complying with superior orders, and for the implementation of tasks by subordinate officers under their command.
When receiving orders from commanders, if there are grounds to believe that the orders are illegal, they must immediately report to the issuer; in cases where compliance is still required, they are not responsible for the consequences of executing such orders and promptly report to the direct superior of the order issuer.
