- Be honest, objective, with a high sense of responsibility towards assigned work; correctly and fully perform the duties of public employees in their professional activities.
- Have a sense of cultivating ethics, maintaining integrity, honor, and professional reputation; do not abuse the position or assigned tasks for personal gain; be united, innovative, self-improving, and willing to adopt new knowledge; collaborate and assist colleagues, share work experiences; actively participate in scientific research topics and technical improvement initiatives to develop the profession and improve professionalism.
Specific Standards of Project Management Public Employee Titles for Road Projects
The specific standards for each title of public employees managing road projects are stipulated as follows:
(1) Title of Road Project Manager Class I
The standards for the title of Road Project Manager Class I are specifically stipulated in Clauses 2 and 3, Article 4 of Circular 46/2022/TT-BGTVT:
- Standards on educational qualifications and training:
+ Possess a university degree or higher in a field or training major suitable for the job position requirements;
+ Have a certificate of training according to the standards of the specialized public employee title in road project management.
- Standards on professional capacity and expertise:
+ Master the perspectives, guidelines, and policies of the Communist Party, laws of the State, as well as the orientation and strategy of the industry, and field; deeply understand the knowledge and professional expertise in road project management activities of the industry and field;
+ Understand the development situation and trends of the road sector in both domestic and international contexts; have in-depth knowledge of road project management; capable of applying and implementing technology within the scope of assigned work;
+ Be capable of researching, developing schemes, projects, and action programs; have advisory skills in strategic planning, planning, policy related to professional expertise in road project management;
+ Be able to organize the implementation of assigned tasks; possess analytical skills, aggregate practical issues, and propose solutions to improve legal policies in the specialized field of road project management;
+ Have drafting, presentation skills, and the ability to develop and implement projects, schemes, and programs related to road project management activities;

(2) Title of Road Project Manager Class II

+ Possess a university degree or higher in a field or training major suitable for the job position requirements;
+ Have a certificate of training according to the standards of the specialized public employee title in road project management.
- Standards on professional capacity and expertise:
+ Master the perspectives, guidelines, and policies of the Communist Party, laws of the State; thoroughly understand the knowledge and professional expertise in road project management activities of the industry and field;
+ Understand the development situation and trends of the road sector in both domestic and international contexts; have in-depth knowledge of road project management; knowledgeable and experienced in the development, application, and implementation of technology within the scope of assigned work;
+ Be capable of researching and developing legislative documents, schemes, projects, action programs, and guiding the implementation of policies, regulations on state management in the industry, field;
+ Be able to research, summarize practical experiences, and propose solutions to enhance quality and efficiency in the assigned industry, field;
+ Possess basic information technology skills and either a foreign language proficiency or a minority language skill for public employees working in minority areas, as required by the job position.
(3) Title of Road Project Manager Class III
According to the provisions in Clauses 2 and 3, Article 6 of Circular 46/2022/TT-BGTVT, the standards for the title of Road Project Manager Class III are stipulated as follows:
- Standards on educational qualifications and training:
+ Possess a university degree or higher in a field or training major suitable for the job position requirements;
+ Have a certificate of training according to the standards of the specialized public employee title in road project management.
- Standards on professional capacity and expertise:
+ Master the perspectives, guidelines, and policies of the Communist Party, laws of the State; understand the orientation and tasks of the sector's development on road fields;
+ Have specialized knowledge in road project management; capabilities in proposing and conducting scientific research, and applying scientific advancements to enhance professional and operational efficiency;
+ Be proficient in specialized operations, understand the methods for organizing assigned tasks; be familiar with the procedures for formulating schemes, plans; possess drafting and presentation skills for assigned tasks;
+ Have analytical, synthesis, and situational handling skills related to professional tasks;
+ Possess basic information technology skills and either a foreign language proficiency or a minority language skill for public employees working in minority areas, as required by the job position.
(4) Title of Road Project Manager Class IV
According to the provisions in Clauses 2 and 3, Article 7 of Circular 46/2022/TT-BGTVT, the standards for the title of Road Project Manager Class IV are stipulated as follows:

+ Possess a college degree or higher in a field or training major suitable for the job position requirements;
+ Have a certificate of training according to the standards of the specialized public employee title in road project management.
- Standards on professional capacity and expertise:
+ Master the perspectives, guidelines, and policies of the Communist Party, the laws of the State, understand the orientation and tasks of the sector's development on road fields;
+ Have specialized knowledge in road project management; directly perform assigned tasks;
