Pursuant to the provisions of Articles 7 and 8 of Decree 93/2023/ND-CP, the standards for awarding the titles of "People's Artisan" and "Meritorious Artisan" in the field of intangible cultural heritage are clearly stipulated as follows:
The titles "People's Artisan" and "Meritorious Artisan" in the field of intangible cultural heritage are awarded to individuals who meet the following criteria:
Individuals are Vietnamese citizens who possess, practice, teach, and promote the values of intangible cultural heritage in the following types: language, script; folklore; folk performing arts; social customs and beliefs; traditional festivals; folklore knowledge; traditional crafts, achieving the standards below:
For the title of "People's Artisan"
- Loyal to the Fatherland; complying well with the guidelines of the Communist Party and the policies and laws of the State.
- Possessing good moral qualities; exemplary in life; passionate and dedicated to the profession; exemplary in practicing and protecting intangible cultural heritage; recognized and admired by colleagues and the public.
- Having exceptionally outstanding talent or professional skills, representing the type of intangible cultural heritage being honored; making significant contributions recognized for the protection and promotion of the values of the type of intangible cultural heritage held by the individual; demonstrated by understanding, holding knowledge, secrets, practicing skills about the type of intangible cultural heritage; possessing spiritual or material products of historical, cultural, scientific, artistic, aesthetic, technical value, contributing to the protection and enrichment of the values of intangible cultural heritage, developing national culture, economy, and society; teaching many individuals who have or are participating in the protection and promotion of the values of intangible cultural heritage.
- Having continuous or cumulative activity for 20 years or more related to the protection and promotion of the values of intangible cultural heritage.
- Already awarded the title "Meritorious Artisan" in the field of intangible cultural heritage.
For the title of "Meritorious Artisan"
- Loyal to the Fatherland; complying well with the guidelines of the Communist Party and the policies and laws of the State.

Pursuant to the provisions of Article 6 of Decree 93/2023/ND-CP, the rights and obligations of individuals awarded the titles "People's Artisan" and "Meritorious Artisan" in the field of intangible cultural heritage are clearly stipulated as follows:
- Individuals receive a Badge, Certificate of Recognition from the President, monetary award, and enjoy other benefits as prescribed by law.
- Individuals have the obligation to preserve the awarded artifacts; continuously improve their knowledge and skills; actively practice, teach, and disseminate knowledge and skills; participate in activities to protect and promote the values of intangible cultural heritage.
Which agency organizes the Award Ceremony for "People's Artisan" and "Meritorious Artisan" in the field of intangible cultural heritage?
Pursuant to the provisions of Article 5 of Decree 93/2023/ND-CP, regulating the time for awarding, announcing, and organizing the Award Ceremony for the titles of "People's Artisan" and "Meritorious Artisan" in the field of intangible cultural heritage as follows:

1. The titles "People's Artisan" and "Meritorious Artisan" in the field of intangible cultural heritage are awarded and announced in accordance with Clause 4, Article 67, Law on Emulation and Commendation.
2. The People's Committee of the province or centrally-run city (hereinafter referred to as the Provincial People's Committee) organizes the Award Ceremony for "People's Artisan" and "Meritorious Artisan" in the field of intangible cultural heritage residing in the locality.
