In sub-item 2, Section II of the Plan for Organizing Public Consultations on the Draft Revised Land Law issued with Resolution 170/NQ-CP in 2022, the content of public consultation on the Draft Revised Land Law includes:

- Collecting opinions on the entire Draft Revised Land Law, including its structure, content, and presentation techniques.

- Collecting opinions on several key issues of the Draft Law, including:

+ Land planning and use plans;

+ Land acquisition and policies on compensation, support, and resettlement;

+ Land development funds;

+ Land allocation, leasing, and change of land use purpose;

+ Land registration, issuance of certificates, and administrative procedures, data, and land information;

+ Financial mechanisms and policies, land prices;

+ Management and usage regimes for different types of land;

+ Decentralization, supervision, and control of power;

+ Household land use. Details are in Appendix II issued with this Plan.

- Key content according to different groups soliciting opinions are as follows:

+ Various social classes within the country and Vietnamese residing overseas:

++ Cases of land acquisition for socio-economic development for national and public interest;++ Procedures, processes of land acquisition, issuance of certificates for land use rights, house ownership, and other properties attached to land;++ Regulations on compensation, support, and resettlement;++ Expanding limits on transferring agricultural land use rights of households and individuals;++ Expanding the categories eligible for transferring rights to use rice cultivation land;++ Authority for resolving land disputes;++ Land policies for ethnic minorities.

+ Enterprises, cooperatives, business households, and other economic organizations:

++ Cases where the State leases land with one-time payment for the entire lease term and annual land rent payment;++ Regulations on compensation, support when the state acquires land;++ Cases of auctioning land use rights, bidding projects involving land use;++ Usage of land to implement investment projects through agreements on land use rights;++ Permission to transfer, mortgage lease rights in leasing contracts with annual rent payment;++ Principles for determining land prices, land price lists, specific land prices;++ Cases eligible for exemption and reduction of land levy, land rent;++ Land use regimes in industrial zones.

When is the time for public consultation on the Draft Revised Land Law?

The time for public consultation on the Draft Revised Land Law begins on January 3, 2023, and ends on March 15, 2023.

Forms of public consultation on the Draft Revised Land Law?

According to sub-item 3, Section II of the Plan for Organizing Public Consultations on the Draft Revised Land Law issued with Resolution 170/NQ-CP in 2022, the forms of public consultation on the Draft Revised Land Law are as follows:

- Direct feedback in writing (paper copy, email) applicable to all opinion groups. Feedback is sent to the designated agencies or organizations assigned responsibilities in Section III of this Plan or directly to the Ministry of Natural Resources and Environment at the address: No. 10 Ton That Thuyet, My Dinh 2 Ward, Nam Tu Liem District, Hanoi City or via email: luatdatdai@monre.gov.vn

- Organizing conferences, workshops, and seminars applicable to government agencies; political organizations, political-social organizations, political-social-occupational organizations, social organizations, social-occupational organizations; enterprises, cooperatives, and other economic organizations; experts, scientists.

Feedback from conferences, workshops, seminars is compiled and summarized by the organizing agency and sent to the responsible agencies for public consultation as stated in Article 6 of Resolution No. 671/UBTVQH15 to prepare a comprehensive report sent to the Ministry of Natural Resources and Environment and the National Assembly's Economic Committee.
