What Does the Dossier for Registering to Take the Public Employee Grade Promotion Exam Include?
Based on the provisions of Article 36 Decree 115/2020/ND-CP, it is stipulated as follows:
Dossier for Registering to Take the Grade Promotion Exam or Assessment for Public Employee's Professional Titles
The dossier for registering to take the grade promotion exam or assessment for professional titles includes:
1. A public employee's resume according to current regulations, created at least 30 days before the final deadline for submitting the dossier for the grade promotion exam or assessment for professional titles, with confirmation from the employing public agency or unit;
2. An evaluation and comment form from the head of the public service provider using the public employee or the head of the authority managing the public service provider regarding the standards and conditions for registering to take the grade promotion exam or assessment for the public employee's professional titles as per regulations;
3. Copies of diplomas and certificates required for the professional title for which the candidate registers to take the exam or assessment;
In case the public employee has a professional graduation degree that meets the required standards for foreign language and IT as per regulations, which corresponds to the requirements of the professional title for which the candidate registers to take the exam or assessment, it can be used instead of the foreign language and IT certificates;
In case the public employee is exempted from the foreign language and IT subjects as specified in clauses 6 and 7 of Article 39 of this Decree, they are exempted from the foreign language and IT certificates;
4. Other requirements as per the standards for the professional title for which the candidate registers to take the exam or assessment.
Thus, the dossier for registering to take the public employee grade promotion exam includes:
- A public employee's resume according to current regulations, created at least 30 days before the final deadline for submitting the dossier for the grade promotion exam or assessment for professional titles, with confirmation from the employing public agency or unit;
- An evaluation and comment form from the head of the public service provider using the public employee or the head of the authority managing the public service provider regarding the standards and conditions for registering to take the grade promotion exam or assessment for the public employee's professional titles as per regulations;

What Is the Time and Content for the Public Employee Grade Promotion Exam?
Based on Article 39 Decree 115/2020/ND-CP, the public employee grade promotion exam is organized with 04 subjects: General Knowledge, Foreign Language, Informatics, and Professional Expertise.
To be specific: the time, format, and content of the exam are as follows:
- General Knowledge:
+ Exam format: Multiple-choice;
+ Exam content: 60 questions about the policies and directives of the Communist Party, legal policies on the sector, field of public service, laws regarding public employees as required by the professional title for which the candidate registers to take the exam;
+ Exam duration: 60 minutes.
- Foreign Language:
+ Exam format: Multiple-choice;
+ Exam content: 30 questions in one of five languages: English, Russian, French, German, or Chinese, as required by the professional title for which the candidate registers to take the exam, decided by the head of the agency, unit authorized to organize the grade promotion exam for professional titles;
+ Exam duration: 30 minutes.
- Informatics:
+ Exam format: Multiple-choice;
+ Exam content: 30 questions as required by the professional title for which the candidate registers to take the exam;
+ Exam duration: 30 minutes.
- Professional Expertise:
+ For the grade promotion exam for professional title rank 1: Writing a project proposal, duration 08 hours, and defending the project proposal, maximum duration 30 minutes as required by the professional title for which the candidate registers to take the exam. Writing the project proposal and defending the project proposal are graded on a 100-point scale for each exam;
+ For the grade promotion exam for professional title rank 2: Writing exam, duration 180 minutes as required by the professional title for which the candidate registers to take the exam, graded on a 100-point scale;
+ For the grade promotion exam for professional title ranks 3 and 4: Writing exam, duration 120 minutes as required by the professional title for which the candidate registers to take the exam, graded on a 100-point scale.
In Which Cases Are Public Employees Exempted from the Foreign Language and Informatics Subjects in the Grade Promotion Exam?
Based on clause 6 Article 39 Decree 115/2020/ND-CP, clause 7 Article 39 Decree 115/2020/ND-CP, public employees are exempted from the foreign language and informatics subjects in the grade promotion exam if they fall into the following cases:
(1) Exemption from the foreign language subject
- Public employees who have less than 05 years of service until retirement age;
- Public employees who have a certificate in a minority language or are ethnic minorities working in minority areas;
- Public employees who have a university or postgraduate degree in a foreign language or a foreign language degree at the same level of training as defined in the standards for the professional title for which the candidate registers to take the exam;
- Public employees who have a university or postgraduate diploma or a diploma as required at the same level of training as defined in the standards for the professional title for which the candidate registers to take the exam, studied abroad or studied in a foreign language in Vietnam, recognized by the authorized entity.
(2) Exemption from the informatics subject
Public employees who have a diploma from intermediate level or higher in information technology or IT-related majors.
