Pursuant to Article 4 Decree 30/2017/ND-CP stipulates the principles of organizing incident and disaster response activities and search and rescue when the consequences of earthquakes and tsunamis in Vietnam as follows:
- Information about incidents, natural disasters and search and rescue must be promptly and promptly notify the local government where the incident, natural disaster, search and rescue and the agency in charge occurs.
- Be proactive and ready human resources, means and equipment for response activities according to each area and the nature of the incident; bring into play the synergy of the entire people and forces involved in incident and disaster response and search and rescue. - Implement motto 4 on the spot to be ready to respond promptly and effectively. Prioritize activities to save lives first, save properties later, and protect the environment when situations arise.
- Command uniformly and closely coordinate the forces mobilized to participate in response, search and rescue throughout the process of organizing and implementing search and rescue work.
- Ensure safety for people and vehicles participating in incident and disaster response and search and rescue; works and vehicles operating in the area subject to response, search and rescue and environmental protection; Minimize incidents and accidents caused by response and search and rescue activities.

How is search and rescue in disaster areas?
Pursuant to the attached Plan Decision 645/QD-TTg in 2022 on the national plan to respond to earthquakes and tsunamis in Vietnam on mobilizing and coordinating forces, vehicles and equipment to urgently organize search and rescue in the areas disaster areas are as follows:
- At sea: Mobilize ships, boats, canoes and other watercraft to perform transport, training, patrolling and law enforcement duties on rivers and
seas; search and rescue coordination centers and stations, port authorities; Center
- Oil spill response; agencies, units, organizations, corporations, enterprises operating in the fields of rescue and rescue, sea transportation... of the Ministries: National Defense, Transport, Agriculture and Agricultural Development villages, Industry and Trade, relevant localities and ships and carriers of other countries operating in the affected area;
- On land: Mobilizing forces and means of teams participating in humanitarian assistance and disaster relief activities, infantry units, engineers, communications, logistics, military medicine; agencies, units, organizations, corporations and enterprises operating in the fields of rescue, health, telecommunications, construction, transportation, mining; units of fire prevention and rescue, rescue, security and order protection, criminal justice expertise, coordination centers, aviation search and rescue cooperation, inland waterway port authorities ... and the forces and means of the departments, boards, branches and district and commune levels... of the Ministries:
- National Defense, Public Security, Transport, Agriculture and Rural Development, Industry Trade, Health and related localities.
+ Maintain a smooth communication system to ensure command, direction and administration.
+ Using private telecommunications networks to serve the direction and administration of: fixed telecommunications systems, mobile satellites; radio telecommunications system; video conferencing system; specialized automobiles serving information and other forms of information and communication;
+ Use priority frequencies for means of search and rescue when earthquakes and tsunamis occur, ensuring smooth and uninterrupted flow;
+ Take advantage of all communication methods to grasp the situation and transmit information in the area affected by the earthquake and tsunami.
How does disaster recovery work?
Pursuant to the attached Plan Decision 645/QD-TTg in 2022 on the national plan to respond to earthquakes and tsunamis in Vietnam disaster on remedial work:
- Mobilize human resources, means and equipment to continue searching for missing people. , rescue the injured, quickly assess the damage and need for emergency relief.
+ Continue to mobilize forces and means to organize search and rescue at sea and on land.
+ Mobilizing forces and means of the health sector and emergency medical teams to receive, classify, give first aid, transport, collect and treat victims. Do well the classification and assessment of the dead and buried according to regulations.
+ Specific assessment of damage to people, property, works, infrastructure... the level of environmental pollution, disease prevention, emergency relief needs.
- Arrange temporary accommodation for those who have lost their homes, promptly provide necessities, ensure logistics and medical supplies for response forces and people in affected areas.
- Clean up, handle environmental sanitation, decontaminate, decontaminate, disinfect, overcome consequences of environmental pollution, prevent epidemics, ensure living environment safety.
- General assessment of the situation, implementation of policy work, formulation of plans, implementation of support measures, restoration of production and infrastructure; life stabilization, socio-economic development.
