Criteria for Awarding or Posthumously Awarding Certificates of Merit by the Ministry of Finance of Vietnam in 2024
Pursuant to the provisions of Article 6 Circular 79/2023/TT-BTC, Certificates of Merit by the Ministry of Finance of Vietnam for individuals or collectives who exemplarily and strictly follow the policies of the Communist Party and the laws of the State and meet one of the following standards:
Standards for Awarding or Posthumously Awarding Certificates of Merit by the Ministry of Finance of Vietnam to Individuals
(1) Have outstanding achievements recognized in emulation movements initiated by the Ministry;
(2) Achieved multiple or sudden achievements with significant impact in one of the fields within the Ministry's management scope;
(3) Contributed to socio-economic development, application of scientific and technical advancements, social work, humanitarian charity activities;
(4) Continuously awarded the title “Grassroots Emulation Fighter” twice or continuously recognized for exceptional task completion for two years or more, during which there are two recognized and effectively applied innovations at the grassroots level or two scientific research projects or technological projects recognized and applied effectively at the grassroots level;
(5) Workers, farmers, and laborers with numerous labor and production achievements with significant impact at the communal, agency, unit, organization, or enterprise level.
Certificates of Merit by the Ministry of Finance of Vietnam can also be awarded or posthumously awarded to entrepreneurs, intellectuals, and scientists who strictly follow the policies of the Communist Party and the State laws and meet one of the standards above or have achievements contributing to the Ministry of Finance of Vietnam's development as recognized by the Ministry.
Standards for Awarding Certificates of Merit by the Ministry of Finance of Vietnam to Collectives
(1) Have outstanding achievements recognized in emulation movements;
(2) Achieved significant and sudden achievements with impact in specific fields within the Ministry's management scope;
(3) Contributed to socio-economic development, application of scientific and technical advancements, social work, humanitarian charity activities;
(4) Continuously recognized for exceptional task completion for two years or awarded the title “Outstanding Labor Collective” or “Unit Determined to Win”, effectively implementing grassroots democracy, organizing emulation movements well, caring for the physical and mental life within the collective, practicing thrift, fighting waste, corruption, and negativity.
Certificates of Merit by the Ministry of Finance of Vietnam can also be awarded or posthumously awarded to enterprises and other economic organizations that strictly follow the policies of the Communist Party and the laws of the State and meet one of the standards above or have achievements contributing to the Ministry of Finance of Vietnam's development as recognized by the Ministry.
Additionally, other cases will be considered and decided by the Minister of Finance based on his authority.

When Are Decisions to Award Emulation Titles, Commendations, and Commendation Annulled, and Commendation and Monetary Awards Revoked?
According to the provisions of Clause 2, Article 93 of the Law on Emulation and Commendation 2022, decisions to award emulation titles, commendations, and Commendation are annulled, and Commendation and monetary awards revoked in the following cases:
- There is fraudulent conduct in declaring merits and achievements to receive emulation titles, commendations, and Commendation;
- Providing false information or falsifying dossiers and documents to propose emulation titles, commendations, and Commendation;
- Appraising, examining, approving, and proposing emulation titles, commendations, and Commendation contrary to the provisions of the law;
- There are conclusions, decisions, or judgments from competent agencies regarding the awardees of emulation titles, commendations, and Commendation violating requirements, leading to not meeting the standards for awarding emulation titles, commendations, and Commendation during the achievement counting period or related to the projects or works considered for awards.
- Individuals awarded state honorary titles are convicted by legally effective judgments and decisions of the Court and sentenced to imprisonment, life imprisonment, or the death penalty will be stripped of the state honorary title, except in certain cases.
Individuals awarded the title “Labor Hero” during the resistance, “Hero of the People's Armed Forces”, and “Vietnamese Heroic Mother” are convicted by legally effective judgments and decisions of the Court for certain national security offenses or other crimes receiving life imprisonment or the death penalty or engaging in activities against the policies of the Communist Party and the State, desertion, betrayal, or surrendering to the enemy leading to the cessation of preferential policies as per the law on preferential treatment of people with meritorious services to the revolution will be stripped of the state honorary title.
- Commercial legal entities awarded state honorary titles are convicted by a legally effective judgment and decision of the Court and sentenced to permanent suspension of operations will be stripped of the state honorary title.
What are commendation forms in Vietnam?
Pursuant to the provisions of Article 9 of the Law on Emulation and Commendation 2022, the current commendation forms are:
(1) Orders.
(2) Medals.
(3) State honorary titles.
(4) “Ho Chi Minh Award”, “State Award”.
(5) Commemorative medals.
(6) Certificates of Merit.
(7) Commendations.
