Pursuant to the regulations stipulated in Point b, Clause 1, Article 9 of Circular 51/2017/TT-BGTVT amended by Clause 5, Article 2 of Circular 17/2023/TT-BGTVT, the language proficiency standards for senior sea-going ship surveyors are as follows:

1. Standards for senior sea-going ship surveyors
In addition to meeting the standards for sea-going ship surveyors stipulated in Clause 1, Article 8 of this Circular, senior sea-going ship surveyors must meet the following requirements:
a) Completed the training program for senior sea-going ship surveyors on vehicle registration and industrial product inspection, and the evaluation of management systems organized by the Vietnam Register or foreign organizations that have signed agreements with the Vietnam Register;
b) Proficient in the required language for the job position.
c) Meet the requirements in the evaluation period prior to being recognized as senior sea-going ship surveyors and undergo annual evaluations;
d) Have a total holding time of the sea-going ship surveyor rating of at least 5 years.

2. Responsibilities of senior sea-going ship surveyors
In addition to the tasks performed by sea-going ship surveyors, such as inspections, design evaluations, and assessments, senior sea-going ship surveyors also perform the following tasks:
a) Advise unit leaders on professional and technical matters when required;
b) Lead the implementation of scientific research projects, the development of legal documents, standards, technical regulations, and guidance on inspection procedures;
c) Participate in the development of strategies, long-term plans, five-year plans, and annual plans for vehicle inspection and industrial product inspection;
d) Participate in training, guidance, and evaluation of senior surveyors as assigned by unit leaders.

What is the authority of Vietnamese sea-going ship surveyors?
Pursuant to the regulations stipulated in Article 6 of Circular 51/2017/TT-BGTVT, the provisions are as follows:
The authority of sea-going ship surveyors:
1. They have the right to request vehicle owners or establishments involved in design, construction, new building, conversion, restoration, repair, maintenance, testing, and management of vehicles and industrial products to provide technical documents and necessary conditions to carry out inspection tasks and ensure safety during the execution of their duties.
2. They have the right to retain and directly report to higher authorities when their opinions differ from the decisions made by the unit leader regarding the conclusions of technical evaluations and the suitability of objects for assessment, inspection, and evaluation.
3. They have the right to sign and use seals and stamps for professional purposes when establishing inspection records for objects that have been assessed, inspected, and evaluated according to regulations.
4. They have the right to refuse to perform assessments, inspections, and evaluations if the assigned tasks exceed their recognized professional competence or if they find that occupational safety conditions at the site are not guaranteed.
Therefore, based on the above regulations, surveyors have the following authorities:
