What are the professional competence and training qualifications for a Grade II Cultural Guide in Vietnam?
According to Article 7 of Circular 03/2022/TT-BVHTTDL:
"Article 7. Grade II Cultural Guide - Code: V.10.07.22
1. Responsibilities:
a) Lead the development of long-term, medium-term, and annual plans for assigned cultural professional activities at the grassroots level and organize implementation upon approval;
b) Lead the organization of compiling materials for propaganda and professional guidance on assigned grassroots cultural activities;
c) Develop plans, organize and guide the public in participating in activities of the grassroots cultural institutions (talent classes, club activities, interest groups, excursions, ceremonies, performances, and other grassroots cultural activities);
d) Lead the development and implementation of model activities, advanced work methods for the base;
đ) Lead or participate in organizing public cultural and artistic activities on holidays, festivals, or important events; organize and participate in seminars, conferences, and thematic performance reviews within the assigned professional scope;
e) Develop plans, organize training, and guide professional and methodological instruction for lower-ranked instructors.
2. Standards of training and retraining:
a) Hold a university degree or higher suitable for the field of grassroots culture;
b) Possess a certificate of professional competence for the title of cultural guide.
3. Standards of professional competence:
a) Thoroughly understand the guidelines and policies of the Communist Party, the policies, and laws of the State on grassroots culture;
b) Thoroughly understand the forms and methods of conducting public cultural work and clubs;
c) Thoroughly understand pedagogical principles and the skills and methods necessary for professional guidance; have experience in guiding grassroots cultural professional activities;
d) Understand the grassroots cultural work within the assigned field of responsibility;
đ) Have analytical, synthesis, systematization abilities, and draft professional guidance documents on grassroots culture;
e) Have basic information technology skills, be able to use a foreign language or an ethnic minority language for public employees working in ethnic minority areas as required by the job position.
4. Requirements for public employees taking exams or considering promotion to the Grade II Cultural Guide title:
Have at least 09 years of experience holding the title of Grade III Cultural Guide or equivalent (excluding probationary, trial period). In case of equivalent time, there must be at least 01 year (full 12 months) holding the title of Grade III Cultural Guide up to the deadline for submitting applications for the exam or consideration for promotion."

a) Participate in developing plans, programs, content, and guidance materials suitable for assigned subjects;
b) Directly guide the public in participating in activities of the cultural institution (talent classes, club activities, interest groups, excursions, ceremonies, performances, and other grassroots cultural activities);
c) Implement specialized programs, advanced work methods for the base;
d) Participate in organizing public cultural and artistic activities on holidays, festivals, or important events; participate in seminars and exchanges of professional ideas.
2. Standards of training and retraining:
a) Hold a university degree or higher suitable for the field of grassroots culture;
b) Possess a certificate of professional competence for the title of cultural guide.
3. Standards of professional competence:
a) Understand the guidelines and policies of the Communist Party, the policies, and laws of the State on grassroots culture;
b) Understand the forms and methods of conducting public cultural work and clubs; the principles of pedagogy, and the skills and methods necessary for professional guidance;
c) Have basic knowledge of grassroots cultural work within the assigned field;
d) Have the ability to analyze, aggregate and draft professional guidance documents on assigned grassroots cultural work;
đ) Proficiently use technical means and equipment to serve professional tasks;
e) Have basic information technology skills, be able to use a foreign language or an ethnic minority language for public employees working in ethnic minority areas as required by the job position.
4. Requirements for public employees taking exams or considering promotion to the Grade III Cultural Guide title:
Have at least 02 years of experience holding the title of Grade IV Cultural Guide or equivalent for college-level education or at least 03 years of experience for intermediate-level education (excluding probationary, trial period). In case of equivalent time, there must be at least 01 year (full 12 months) holding the title of Grade IV Cultural Guide up to the deadline for submitting applications for the exam or consideration for promotion."
What are the professional competence and training qualifications for a Grade IV Cultural Guide in Vietnam?
According to Article 9 of Circular 03/2022/TT-BVHTTDL:
"Article 9. Grade IV Cultural Guide - Code: V.10.07.24
1. Responsibilities:
a) Directly guide the public in participating in one of the activities of the cultural institution (talent classes, club activities, interest groups, excursions, ceremonies, performances, and other grassroots cultural activities);
b) Participate in organizing public cultural and artistic activities on holidays, festivals; participate in seminars and exchanges of professional ideas;
c) Participate in proposing solutions to effectively organize training, retraining, and professional guidance classes.
2. Standards of training and retraining:
a) Hold an intermediate diploma or higher suitable for the field of grassroots culture;
b) Possess a certificate of professional competence for the title of cultural guide.
3. Standards of professional competence:
a) Have basic knowledge of methods for guiding grassroots cultural professional activities, cultural houses;
b) Have experience in guiding specialized, grassroots cultural professional activities assigned to be in charge;
c) Know how to use technical means to serve the assigned professional tasks;
d) Have the ability to apply information technology to perform assigned tasks."
The above are the standards of professional competence and training qualifications for public employees in the Cultural Guide sector from August 25, 2022.
Circular 03/2022/TT-BVHTTDL takes effect from August 25, 2022.
