Article 11 of Circular 02/2021/TT-BNV stipulates the rank of the clerk:
"Article 11. Clerk rank
1. Responsibilities:
Being a civil servant in charge of one or several clerical tasks as required by the job position in the clerical department of an agency or administrative organization from the district level upwards.
2. Mission:
a) Operate the agency's electronic document management system;
b) Manage and keep records and documents according to the regulations of clerical work; organize the statistical storage of documents and data at the request of clerical work;
c) Directly perform office clerical work and other tasks assigned by superiors."

How are the professional capacity and qualifications of civil servants classified as clerks in Vietnam?
Article 11 of Circular 02/2021/TT-BNV (amended and supplemented by Article 1 of Circular 06/2022/TT-BNV) stipulates:
- Standards of professional and professional competence:

+ Having skills in controlling the compliance with the correct form, process, procedures and authority to issue administrative documents as prescribed by law;
+ Proficient in the use of technical means and equipment to serve mission requirements.
Standards of training and retraining qualifications:
+ Possess a university degree or higher with a major or major in clerical - archival, academic archival, archival study and office administration.
+ If you have a university degree in another major, you must have a certificate of training in clerical skills issued by a competent training institution or a diploma of college, intermediate or major in clerical administration. clerical - archive, archive.
- Requirements for civil servants taking the exam to raise the rank to the rank of the clerk:
+ Having held the rank of intermediate-level clerk and the equivalent, of which if the time is equivalent to the rank of the intermediate-level clerk, the period of holding the rank of intermediate-level clerk must be at least 01 year (full 12 months). until the deadline for submitting the application for the promotion exam. ++ When recruiting for the first time, having a college degree must have held the rank of middle-class clerk and equivalent for full 02 years or more (excluding the probationary period);

How is the salary of the clerical civil servant ranked in Vietnam?
According to Article 15 of Circular 02/2021/TT-BNV, stipulating the salary ranking of civil servant ranks:
"Article 15. Salary classification of civil servants specialized in clerical work
1. Civil servants appointed to the ranks of specialized civil servants specified in this Circular shall apply Table 2 promulgated together with Decree No. 204/2004/ND-CP:
a) The chief clerk rank (code 02.006) applies the salary scale for civil servants grade A2, group 1 (A2.1), from salary coefficient 4.40 to salary coefficient 6.78;
b) The clerk rank (code 02.007) applies the salary scale of civil servants grade A1, from salary coefficient 2.34 to salary coefficient 4.98;
c) The intermediate clerk level (code 02.008) applies the salary scale of class B civil servants, from salary coefficient 1.86 to salary coefficient 4.06. If a civil servant with a college degree or higher is recruited into a job position requiring the corresponding civil servant rank, which is the rank of intermediate librarian, he/she shall be classified into level 2 of the rank of intermediate librarian; If there is a probationary period, during the probationary period, they will be entitled to 85% of the level 2 salary of the intermediate clerical rank.
2. The change of salary ranking for civil servants from the ranks of specialized civil servants currently held to the ranks of specialized civil servants specified in this Circular shall comply with the guidance in Clause 2, Section II of Circular No. 02/ 2007/TT-BNV.
In the case of civil servants with college degrees, when recruiting, they have been classified as civil servants of grade A0 according to the provisions of Decree No. 204/2004/ND-CP. The salary ranking in the new corps is based on the working time with compulsory social insurance payment according to the salary scale and table prescribed by the State (after deducting the probationary period according to the regulations of the rank):
Calculating from level 2 of the rank of intermediate librarian, every 2 years (full 24 months) will be ranked up to 01 salary (if there is a break but not yet enjoying the social insurance regime, it will be accumulated). In case during the working period, there are years of failure to complete assigned tasks or discipline, the regular salary increase regime will be extended according to regulations.
After transferring salary to the rank of intermediate librarian, if the salary coefficient ranked at the intermediate librarian rank plus the extra seniority allowance (if any) is lower than the salary coefficient earned in the old rank, then enjoy the reserve differential coefficient equal to the salary coefficient (including the over-the-frame seniority allowance, if any) currently enjoying at the old rank. This reserve differential coefficient is enjoyed during the time the civil servant ranks salary at the intermediate clerical level.
After that, if the civil servant is promoted to the rank, this reserve difference coefficient can be added to the salary coefficient (including the extra-senior allowance, if any) currently being received to rank the salary into the appointed title when the rank is raised and stop enjoying the reserved differential coefficient from the date of salary in the new rank."
Thus, from August 15, 2022, when Circular 06/2022/TT-BNV amending and supplementing Circular 02/2021/TT-BNV takes effect, civil servants of the clerk rank have the qualifications to have a university or higher degree with a salary coefficient of 2.34 to a salary coefficient of 4.98, compared to the current base salary of 1.49, a civil servant of the clerk rank can have a salary from 3,486,600 VND.
Circular 06/2022/TT-BNV comes into force from August 15, 2022.
