3. Standards of professional competence and skills
a) Correctly understanding the policies of the Communist Party and the State regarding population and family planning;
b) Being able to apply basic knowledge and skills to meet practical requirements in the field of population and family planning;
c) Being able to proactively perform the assigned professional tasks;
d) Being able to collect data, keep records, and update reports on population and family planning;
đ) Being able to coordinate in carrying out population and family planning tasks;
e) Being able to present correctly about professional skills in population and family planning.

1. Being dedicated to serving the cause of population and the cause of healthcare, protection, and improvement of people's health.
2. Understanding and correctly implementing the code of conduct for public employees in the fields of population and healthcare.
3. Practicing the profession in accordance with regulations, rules, professional technical processes, and other legal provisions.
4. Continuously studying to improve professional knowledge and skills.
5. Respecting the rights of service users.
6. Being honest, objective, fair, responsible, united, respecting, and cooperating with colleagues in professional practice.

2. Standards of training and fostering qualifications
a) Holding a graduation diploma in population - healthcare or higher. In case of holding a secondary or higher graduation diploma in other specialties, a training certificate meeting the standards of a public employee in population or equivalent is required;
Current legal regulations prescribe that the professional title of Population Officer, Grade IV, must hold at least a secondary graduation diploma in population - healthcare. In case of holding a secondary or higher graduation diploma in other specialties, a training certificate meeting the standards of a public employee in population or equivalent is required.
However, based on Clause 2, Article 7 of Circular 03/2022/TT-BYT, public employees holding a secondary qualification who have been recruited and appointed to the professional title of Population Officer, Grade IV, according to legal regulations, must be standardized to achieve a college degree in the correct specialty, training group by January 01, 2025.
What tasks must a Grade IV Population Officer perform?
Based on Clause 1, Article 6 of Joint Circular 08/2016/TTLT-BYT-BNV, a Population Officer, Grade IV, is responsible for performing the following tasks:
- Participating in the development of operational plans for population and family planning activities in their work area;
- Proposing solutions to perform the assigned professional tasks;
- Collecting information and making statistical reports on population and family planning;
- Performing population and family planning activities according to the specialty;
- Inspecting and supervising the professional implementation of population and family planning tasks in the assigned area;
- Guiding population and family planning operations for collaborators;
- Studying and improving competence, expertise, and professional skills;
- Performing other tasks as assigned.
