- Possess a bachelor's degree or higher appropriate to the fine arts field. In cases where the individual has a bachelor's degree or higher in another discipline, they must have received the title "People's Artist," "Meritorious Artist," or have been awarded the "Ho Chi Minh Prize" or "State Prize" in literature and arts.
- Possess a certificate in professional title standards training for public employees in the fine arts sector.
Regarding professional and operational capacity:
- Master the guidelines and policies of the Communist Party, as well as the laws of the state concerning the fine arts sector.
- Grasp comprehensive knowledge about various types of fine arts; characteristics and features of related arts; scientific and technical achievements in and outside the country related to fine arts operations.
- Understand the forms, methods of creation, and related technical procedures.
- Be proficient in exploiting and using materials and have experience in creative activities.
- Have the ability to conduct research and cooperate with colleagues in organizing professional activities in fine arts.

What requirements must a public employee meet to be promoted in the fine arts sector to the Level II painter job title?
According to the provisions specified in Clause 4, Article 5 of Circular 09/2022/TT-BVHTTDL regarding requirements for public employees applying for or being considered for the promotion to the Level II painter job title:
- Have held the Level III painter job title or an equivalent position for at least 09 years (excluding probation periods). In cases of equivalent positions, the individual must have held the Level III painter job title for at least 01 year (12 months) by the deadline for application submission.
- Meet one of the following requirements:
+ During the period of holding the Level III painter job title or an equivalent position, have at least one project or work recognized for artistic quality by the Ministry-level or equivalent Art Council, or have received an award at national-level professional competitions, festivals, or exhibitions in literature and arts.
